Colson, as the local repre-
HHpßle of the Roman people, then
jjk the floor and outlined briefly the
jSSffew plan which his people are to sub
Ulit to council. U seems that council
would not consider the original Ro
man franchise ivnlcss In some way it
provided for a system of water work
for the city, and for this reason Ro
man and hIR associates agreed to
make a rand new proposition to in
ei'.de a water element.
Ttv- proposition, or, in fact, there
are f.'tir of them, is to proviso that the
city, either acquire the pr sent water
plant, arrange v> build anew one on
its own Initiative or have one built
by the Roman people to cost approx
imately $150,000' and to he pa and for tty
the city in the course of live years,
i his new phase of the situation was
explained in detail by Attorney Col
eon an 1 on his su;;g r ;tion action was
deferred until next Thursday night
When Attorney Colson (concluded
nis remarks, Mayor Symons asked it
any representative of the Strachan
franchise desired to be heard, where
upon Mr. Strachan stated that, he had
no objection to the Roman people
amending their proposition. He said
he had enjoyed similar courtesies at
the hands of council and was no rea
son why the Roman people
not have the same privilege.
Bo the matter goes over for a week.
The question of water power seems
to be the obstacle in the path of the
adjustment of the situation on the
part of council and while delays are
,ome times dangerous the majority of
the members of council feel that they
are Justified in waiting another week
fn order to give the now Roman
proposition a more substantial place.
The News understand that Mr. Stra
chan and his associates have made
ccithln amendments and have reduced
the term of the contract from 60 to
40 years and are willing to put el

The lawyers in their arguments v ili
also dwell on the unwritten law, and

“Mr. J. A. Betjeman, chairman of

what, in his opinion, would the the

of the United Stales, to the presi

action of the South Carolina authori
ties in bringing to the United States
a ship load of immigrants for work in
various branches of Jndustry in that

“According to disnatch from Wash

effect that Weis unlawful for a state
government to pay the passage of
Intending immigrants or to assist irn
migration otherwise than by edvtr
tisements.
“Mr. Betjeman, in answer to the re
ported question, made the following
statement:
“The ruling of the attorney general
has absolutely no effect upon the plans
ot workings of the Georgia Immigra
tion Association. The state of Geor
gia has not paid one cent for the
passage of Immigrants, either directly
or Indirectly. At present we are se
curing good results without this.
"We do not believe that either In
the letter or the spirit has the state
of South Carolina been guilty of any
violation of the contract labor law.
state of Georgia is acting very
slowly and very cautiously and is not
j taking a single new step without first
obtaining full' and competent advice
from the federal authorities. Funds
are being placed in the hands of the
state tby the Georgia Immigration As
