COMPLIMENT FOR GENERAL
EVANS.
The entire press of the state is
complimenting both Goverernor-elect
Hoke Smith and •General Clement A.
Evans on the fact that the latter is
to be chief of staff of the former,
when he assumes his seal as gover-
nor, In Juu.o
The Atlanta Georgian, discussing
the matter, In a recent issues says:
"The governor-elect of Georgia Ik
lo tie congratulated upon an act both
wise and patriotic in the choice of
his chief of staff.
General Clement A, Evans lias
come to bo in recent years the most
revered and hlstorl, military figure
remaining In the state. A genuine
and generous hero of the civil war,
and a stainless and incoruptable
servant in our years of peace, there
gatcra about him a volume of ten
derness and a flood of genuine re-
spect. With Gongs tree t and Gordon
gone, lie stands in Georgia at least
aa the highest figure of tije Confed
eracy. Associations and tradition#
are thick upon him. His miud is
clear, hts character above reproach
and the grand gray head of our old
Confederate will crown with honor
the pomp and circumstance of the
civil functions which the uext gov
eronr of Georgia is to lead.

LARGER RAILBOAD EARNINGS
thfnhas been said and
Written by railroad officials about tbe
danger of the laws which havo been
ecac®i and those pending in legis
latures with a view of the regula
tion of the common carriers, and
despite the repeated predictions of
railroad men that the act of con
gress in relation to government su
pervision would be vastly destructive
to railroad investments,' the bureau
of statictics of the department of
commerce and labor In its report of
commerce raoveuff!Rm*4 )r February
shows tbat the ross earnings of the
principal railroads, as reflecting in
a large extent the traffic activities
during t larger than
the earnings tm the corresponding
month of 100 G. It is also noted
that the unfavorable weather condit
ions prevailed In the northern part
of the country, and that there were
unsatisfactory traffic facilities the
country over, and especially in the
south, southwest and middle west.
In other words, with favorable
weather conditoina and with any
thing lilce adequate facilities for
handling the traffic the railroads
would have shown a heavy Increase
in gross earnlms.
The commeitA earnings of ail
parts of tho coAtry is Increasing
much faster anti more extensively
than tho rallroiM facililtes to han
dle it. An enlwgement of product
ion all along tJe line means a broad
er field io railroad opera
tions. urthe railroads would equip
rplves to take care of this traf
ader present conditions there is
no doubt that tho increased volume
of* tin basin, as would result in a
proporltonate increase In the gross
earnings and profits.
The trouble Is that under the sys
tem of paying dividends on watered
stock the railroads have not kept;
pace with the general development
and enlargement of production of
the country. Even In their handicap
of in adequate facilities their earn
ings are on the Increase, and there
mwe uasia rur me argument ad
vanced by many railroad officials to
the effect .that the properties are
being inujrcd by the attltduo of the
law-making bodies towards them.
It is reasonably safe to say that,
the gentleman who has been appoint
cd to succeed Swettenham as gover
nor of Jamaica-will out less of the

when ho addresses them to Ameri
can admirals on human missions in
that locality.
