upon which ho would like to get
some specific Information.

"Judge Welloorn has found several
people who Insist that such was the

able to give him the specific Instances
If it. Capt. R. E. Parle, state treas
urer, is one of those who says he is
satisfied that such privilege was per

“Judge Wellborn has made an ex
amlnaticm of the laws on the sub
ject, with a result that the indications
are rather to the contrary'. He found
that the Georgia statutes, practically
to the time of the war, forbade
fro© negroes to own slaves. The only
ex option to that rule which ho was
able to find was iu the case of a free
uegro who had married a slave wife
and who was permitted to purchase 1
the freedom of his wife if he became
financially able to do so.
