Washington, Nov. 2. —A bill to legal
ize and place *a four per cent tax on
beer and tight wines to oe used in de
fraying the cost of a so’dfers’ bonus
has been drafted by Representative
.Brennan, Republican, Michigan, and
will be presented to congress, he an
nounced today, as soon as the Ameri
can Legion convention at Kansas City
has acted on the bonus question. De
claring that for the last two years
“the revenue which rightfully should
have flowed into the coffers of Uncle
Sam, has been collected by bortleg
gers and rum runners,” Representa
tive Brennan predicted *ha.t under the
recent regulations permitting medical
use of beer, “oceans” of it will be
manufactured and sold for purposes
,other than “strictly medicinal.”
To Have Beer and Wine. ,
“Many students of the prohibition
question,” he said, “predict that medi
cinal beer is only a forerunner to a
return of beverage beer and light
wine. If this is so, why should not
the step be taken at once and the
enormous revenue flowing from this
source be applied to paying the sol
dier bonus. [Estimating that fiom r Cv
000,000 to 70,000,000 barrels of beer
would be consumed annually, a tax of
$5 to $lO a barrel would be sufficient,

ROBT. G. HARRELL PASSES
AWAY AT ROCKAWAV BEACH
News was received In the city yes
terday of the death of Robert G. Har
rell, which occurred at Rockaway
Beach, L. I. Particulars have not as
yet been received.
Mr. Harrell is a brother of Mrs. Con
stant Miller and Dr. J. P. Harr.ell, of
this city, and many years ago lived
here. He served as captain in the
world war and his death is deeply de
plored. Deceased was 44 years of age
and originally came from Quitman.
Memebrs of the family here only re
ceived the Information of his passing
away and therefore it is not known
whehter the body will be taken to his
old home or interred at the place of
his death.

efforts to put the sales tax through
ihe senate at present. Chairman Fonl
ney, of fhe house ways and means
committee, disclosed today his play
to bring in the sales tax in connection
with the soldier bonus bill, which he

ing regular session of congress.
