(Continued from page one.)
sioner Mr. Miller came to the defense
of the board and showed that for
months it had made a study of the
plan and only caane to it after expert
engineers had submitted surveys and
the matter of cost had been thorough
ly fixed. Jtyr.i Reese talked largely on
the subject of the proposed state - ter
minal to be* lppated at one of the Geor
gia ports and stressed the fact that
this great improvement might play a
part in the final conclusions to be
made in thaimatter by the state port
commission.
One of the most interesting talks
was made by Engineer Hugh Newton,
representing the State highway de
partment, who was one of the engi
neers who made the survey and select
ed the route. Ip view of some of the
silly propaganda that has been going
the rounds, by a few who are opposed
to the plan, Mr. .Newton’s speech was
of real value. He went into details,
as to why the Cypress mills route was
selected, described frankly the rea
sons that were responsible for all of
the conclusions in the survey and from
a scientific point of view explained in
detail every intricate point both in the
survey and the estimate of cost. For
Instance he produced letters from the
engineering departments of the L. &
N., and the A. C. L. railroads, show
ing the life of creosoted piling in 1 salt
water to range from twenty to twenty-
five years, figures in the estimate are
fixed at twenty. He showed that
while structural steel was placed in
the estimate, made several months
ago, at nine cents per pound, that
material could now be purchased at
six cents. He explained the soil, etc.,
in the rivers back of the city and said
that at a distance of nine feet beneath
tide water, a solid foundation had been
found In all of the marsh land on the
selected route. His talk was really
enjoyed and was full of interest.
Other short talks were made by B.
F. Mann, C. H. Leavy, E. C. Butts, F.
E. Twitty, J. E. Lambright, L. H.
Haym, and others. An Interesting
event on the program of the evening
was a splendid talk by Dr. R. N. Jack
son, representing the colored property
owners and voters of the city. He said
that his race was one hundred per
cent for the Improvement and that in
communities where the two races got
