Washington, Dec. 2.—-Japan and the
United States appeared tonight to be
approaching an agreement on the
question of naval ratio.
After a conference between Secre
tary Hughes, Baron Kato, Arthur J.
Balfour and the Japanese delegates,
communication with J'pkio was start
ed, presumably submitting to their
home government some new phase
in the negotiation.
Official communique said nothing
could be told about today's meeting
but (from elsewhere came the infor
mation that possibly the question of
American fortifications in the Pacific
and possibly Japan’s ambition to re-
