Submits Recommendation of
Exceutive Committee Outlin¬
ing; Program for 1925.
Macon, Dec. 13.—Establishment of
the Georgia Baptist Kingdom Budget
for 1925, of $1,000,000, and a num¬
ber of parliamentary clashes on mat¬
ters of policy marked the second day’s
session of the Georgia Baptist con¬
vention at the First Baptist church
yesterday. A recommendation to
close some of the Baptist secondary
schools died, for the time being, in a
filibuster.
When Dr. C. W. Daniel, of Atlanta,
submitted the recommendation of the
executive committee, outlining the
program for 1925, Which provided for
a division of funds that year, 00 per
cent to the state convention and 40
per cent to the Southern Baptist con¬
vention. he immediately submitted an
amendment as a minority report to
the recommendations that The funds
he divided on a 50-50 basis instead of
00-40.
Dr. Daniel made an appeal for a
continuance of the division that was
made during the Seventy-five Million
Campaign, and urged the convention
not to give more to work within the
state than to the general work of the
whole church. He said the effect
would be demoralizing in establishing
a precedent of looking out for the
home work more generously than out¬
side work.
A heated discusion of the matter
followed, in which Dr. Rufus W.
Weaver and Dr. Aquila Chamlee ask
ed for iho 00-40 division in behalf of
the two colleges of the convention.
Rev. Norman Cox. of Savannah; Dr.
F. O. McConnell, of Atlanta, and Dr.
Homer Grice, led the opposition. The
minority recommendations passed by
a vote of 248 to 07.
Earlier in the morning, twenty min¬
utes was allotted Prof. J. M. Adams,
of the faculty of the Southern Baptist
Theological Seminary, of of Louisville,
the special order being allowed to
permit him to catch a noon train to
the Florida Baptist convention now in
session. '
Prof. Adams cited that during the
last three years forty-five students at
the seminary from Georgia have been
provided with $5,156 aid and $4,487.50
in loans, while the Georgia Baptist
convention has given not one cent to
the seminary for current student aid.
Upon this declaration, Dr. Arch C.
Free, executive secretary, asked that
he be allowed to explain.
“The heads of the two — colleges ------..... and
the president of every secondary
school in the Mercer University sys
tem,” declared Dv. Cvee, “with the
exception of the Mary P. Willingham
School, can truthfully say the same
thing. During the last three years,
we have had but $5,000 annually to
spend for ministerial education be¬
cause that sum was set in the Seven¬
ty-five Million Campagin. All of it
was given to the Mary P. Willingham
School for that school has no other
funds for the purpose and the other
schools had some available money.’’
Prof. Adams’ statement precipitat
ed a heated debate in /which Dr.
Weaver, Rev. Norman Cox and sever
al others participated.
CONFERENCE IS HOPE
\ OF TAX
Atlanta, Dec. 13.—The Ennis tax
enforcement department bill has been
sent to conference, along with the in¬
come tax measure, and the general
tax act is moving in the same direc¬
tion as rapidly as the house can dis¬
pose of the numerous amendments. It
will, most likely, reach the conference
stage today.
The first committee on conference
to take charge of the Ennis bill lias
been appointed and is working om
that measure, with some hope of
reaching an early adjustment.
There is an interesting compara¬
tive difference in the situation in the
two houses. The majority of the

The contract given to Capt. John
Smile several weeks ago for the
emergency dredging over the Controll¬
ing depth of a channel in the East
river, is progressing satisfactorily,
according to government engineers,
and will soon be completed.
Tlie contract was awarded to Capt.
John.Emile, who has had several gov¬
ernment contracts in these waters,
and the reputation he has made in
former agreements with the govern
ment have been sustained in the deep
ening of the East river channel.

to reach every requirement, twenty
four feet. In other words, a vessel
drawing twenty-nine feet at high wa¬
ter, can make this port easily and
safely.
The appropriation for the Bruns¬
wick harbor is less by many hundreds
of thousands of dollars than that of
any port on the South Atlantic coast.
The deepening of the channel in East
river will place this harbor in a po
sition to have vessels of any draft,

portion of the annual appropriation
j unexpended, and that, with the recent
j appropriation, will place Brunswick
j among the leading seaports on the

This city now receives the smallest
appropriation from the government
of any city of its size on the South
Atlantic coast. This is due to the
fact that the channel is, almost in¬
variably, .. capable . of - accommodating
i vessels of heavy draft, anywhere
from twenty to twenty-five feet. The
government, realizing this fact, has
cut down the appropriation for the
Brunswick harbor until it has reach
ed the minimum, an
ment that this is a superior harbor to
those constantly calling for approp¬
riations to keep their rivers and chan¬
nels navigable.

Shooting.
Atlanta, Dec. 13 (/Pi—Hearing of
evidence in the trial of Phillip E. Fox,
charged with the killing of Capt. Wil
liam S. Coburn, was begun in the
criminal division of the superior court
here today, Judge G. H. Howard, pre
siding.
Clarence Everett identified the
knife, seven inches in length, which
he said Fox bought a few days before
the shooting to death of Capt. Co
burn. Fox, said the witness, told
him to oil the knife, asserting that lie
had been looking- for a knife like it
for a long time. This knife was
found in Fox’s possession w’hen he
was arrested.
Emperor W. J. Simmons, founder
of the klan, appeared in court and sat
within the chancery railing.
The defense remained silent as to
its plea. It was indicated in court
circles today that the reported insan
ity plea which was known to have
been discussed by Fox’s counsel had
been abandoned. This was advanced
when the defense failed to issue wit¬
ness summons to the alienists who ex¬
amined Fox shortly after he shot and
killed Coburn on Nov. 5.

The prosecution declared that Mrs.
Weaver knew before hand that Fox
intended to kill Coburn. The stats

The prosecution alleged that Mrs.
Weaver admitted that she told Fox:
“Why, you big, fat baby, you have
not got the nerve to kill any one.”
To which Fox is said to have re
/plied:
“I’ll show you.”
Shortly after the publicity man
shot Coburn, he was quoted as say¬
ing that Coburn was preparing to

Tlie solicitor - general’s office said that
her home is*in Cleveland, Ohio, where
her father is a newspaper man. The
name of her father was not given out.
Mrs. Weaver had not been taken into
custody today as far as it is known.
The indictment charges Mrs. Weav¬
er with having accompanied Fox to
the building in which Coburn hail his
suite of offices a few minutes prior to
the shooting. Authorities are silent
as to (whether Mrs. Weaver waited for
Fox to return to the automobile after
the shooting. Fox was arrested be¬
fore he coud escape from the build¬
ing'.
On the night following tlie shooting'
of Coburn, Fred B. Johnson, of San
Antonio, Texas, issued a statement
declaring that Fox had come to the
home of Emperor Simmons a few
nights previous and attempted to
draw a gun on him, but weakened.
He said Fox told him then that he
intended shooting Simmons, Johnston,
E. Y. Clarke, imperial giant of the
klan, and Coburn.
Fox took no interest in today’s pro¬
ceedings. From time to time he cast
glances at the press table. The cor¬
ners of his mouth twitched constant¬
ly and rested his forehead on his left
hand. He wore heavy horn rimmed
glasses and was dressed in a brown
suit and carried a grey felt hat. Fox

found guilty of criminal libel
upon Winston Churchill, former
first lord of tlie admiralty.
Lord Douglas published a
statement that Churchill issued
a false communique after the
battle of Jutland for the purpose
of influencing the stock market.
He was sentenced to six months
in prison, at. the expiration of
which lie must give surety to
keep the peace, particularly to¬
ward Churchill, otherwise he
must undergo six months more
imprisonment.

his bills were perfect, a slight blur
ring of the ink on the back disclosing
their true worth.
Lieberman, despite his fifty-two
years, gave battle when cornered,
leaping out of a one-stovy window
only to be caught by agents anticipat¬
ing such an attempt.
He was first arrested in England
in 1901, and after serving a sentence
there returned home. He soon was
caught and sentenced for

the request of the Republicans in the
house. The bill carries only minor
! changes from the original bill intro¬
duced last year.
Indications now point to the sol
del s bonus as being one of the para¬
mount issues before the present ses¬
sion of congress. The injection of
this subject today has renewed the in¬
terest that has been taken in the
measure by a number of the outstand
ing figures in both houses. It is a
.subject that lias created more discus
sion, perhaps, than any other, exclu
; sive of the tariff bill and other mea
; sures of import.
The bonus bill was opposed by the
; late President Harding, and in his re

effort be made to provide remedies for
any defects in the administration of
the present laws which their experi¬

chief petty officers of the navy, two
civilians and a ten-year-old boy for
whom seaplanes and tugs have been
searching since their failure to re
turn from a hunting trip to San Clem¬
ente island, sixty miles from here,
were reported safe in a radio mes¬
sage last night from the navy tug
