A punishment that brutalizes the punished will brut
alize those who inflict such punishment. When we
torture we are in the same state of mind that the
criminal was in when he committed his ('rime. There
is always that in torture, however well your inten
tions tonight may be, that tends to defeat its own
end. There was never so many traitors and murder
ers in the world as when men were tortured in every
possible way when their bleeding limbs were torn
from their bodies and given to the fiery flames or
hung up in the streets on pikes and exhibited to the
gaze of passionate populaces.

engaged in this work tonight in a spirit of self de
fence and that you consider you are acting in the I
best possible manner to stop vice in your commun
