better results to those who receive the service. The
interests of the employer and the employed are, or
should be, identical and mutual. And where differ
ences occur, as are certain, the rights of both classes
should be protected and the interests of the public
as well. These interests could best he conserved by
the impartial hand of the General Government, by ,
the institution of a non-partisan board of arbitration
to settle all differences which arise with even hand
ed justice and with all possible haste.
Foreign Immigration.
“Again, as I did in the last campaign. I raise
my voice against the great annual influx of foreign
ers into this country. In the fiscal year ending June
30, 1907, there came into this country 1,285,349
immigrants; in the year ending June 30, 1906, there
came over 1,100,735; in the year ending June 30,
1905, there came over 1,026,499; in the year ending
June 30, 1904, there came over 812.870. So we see
that there has been an enormous annual increase
for each of these years. The 1.285.349 immigrants
brought over $25,599,898 or nearly $19.91 per capita
in 1907; $22.81 in 1906, and $24.73 in 1904—a steady
decrease every year.
“Statistics show that the nations which come to
this country from the northwestern portion of
Europe and Great Britain bring over less than one
fourth of the immigrants; bring over nearly one-half
of the money that is brought over, and bring over
less than three per cent, of the ignorant; while those
which come from the southern and eastern sections
of Europe bring over three-fourths of the immi
grants, about one half of the money and over fifty
per cent, of the ignorant people. My friends, this
question is the most serious which confronts this
Government today, and it should have your serious
thought and study. Because, this terrible influx of
the ignorant and vicious elements of Europe is a
direct menace to our American form of Government.
They come here with no idea of, or appreciation for,
our form of Government, and their baneful influence
will soon menace and threaten the perpetuity of our
Government. We are not opposed to the intelligent,
honest, upright men of character, with some means,
nor are we opposed to the oppressed of Europe who
bona fide, intend making this their future home,
casting their lot with us in this glorious land o! the
free. No. we welcome them to our shores, for some
of our very best citizens are of these classes, but
we who love our homes, our country and our free
constitutional government, do oppose this whole
sale, unrestricted influx of the ignorant, vicious and

criminal elements of foreign countries, who know
nothing of our civilization, our citizenship, our cus
toms or our government, and who care less, coming
here, spreading their contaminating influences and
political ‘isms' to the detriment of our American
free institutions, and to the debasement of Ameri
can citizenship and the injury of American labor.
This evil should be stopped, ami our ports closed to
all such classes from whatever country or clime they
mav come.”

On the corporation and Trust Question, Mr.
Sheppard favored legislation that would protect the
people and all industry from oppression by them.
He put no confidence in the theory that the panic,
was caused by recent legislation regulating them.
He made it plain that he was a friend to corporations
as well as of the working man, but insisted that for
their benefit as for the benefit of the people some
such legislation as the Hepburn bill should be found
in active operation. State and National.
The address was one of the most brilliant that
Mr. Sheppard has yet delivered and received con
tinual applause from start to finish.
