Senator West Makes
Plea for Drainage
Work in South.
Two of the greatest advantages of
drainage in our Southern States are
the promotion of health and the de
velopment of agriculture.
I am in hearty accord with the pur
poses of the National Drainage Con
gress, as I understand them. It seems
tome that the importance of the work
in hand cannot be overestimated.
Proper drainage is a matter of public
necessity and general concern. It
means tne health of the people, and
upon good health depend their pros
perity, happiness and contentment. I
know of nothing so vital to the wel
fare and peace of the masses as
health. Freedom from sickness is
humanity’s most precious boon.
It is inexcusable in those in author
ity not to avail themselves of every
opportunity and every resource within
their power to safeguard a community
against disease, and be it remembered
that drainage is a powerful help in
warding off many diseases. In my
opinion, it is likewise the duty of
every individual citizen to do his full
part in the effort to improve health
conditions. Promote the health of the
people and a long step forward has
been taken in the march ot materia)
progress and substantial development.
Good health is the fulcrum power that
moves men to resolute deeds and suc
cessful action. It vanquishes oppo
sition and waves its banner in triumph
over many scenea of conflct.
By drainage untold acres of unpro
ductive land can be reclaimed, and
what were once marshes become
fertile fields, covered with verdure
and golden grain, and smiling with
peace and plenty. It contributes to
the development of agriculture which
is the basis of all wealth—the corner
stone of our Republic. Draintile de
velops agriculture, and agriculture in
creases population, builds railroads,
constructs good highways, erects
school houses and churchs, adds to the
attractiveness of the home, turns the
wheels of commerce, and keeps alive
the industrial spirit of the people.
It is always a pleasure to visit Sav
annah. It is a city of gracious beauty
and ever increasing strength—“where
every prospect pleases and net even
man is vile. ” T hope the sessions of
the Congress at Savannah April 22-25,
will be largely attended, and will be
the means of awakening the public
interest in the very important matter
of drainage. It will give hearty
co-operation in all educational work
along this line.

right to reject any and all bids, and
all bids are to be accompanied by a
certified check in the amount of 5 per
cent, of the bid, said check to be re
turned immediately if bid is rejected,
and if accepted to be returned as soon
as good and sufficient bond is made in
double the amount of the contract
