Resolutions Adopted by
Farmers Cotton Conference

Dublin, August 25, 1914—The
biggest crowd ever assembled in
the Laurens county court house
gathered today under the auspi
ces of the Dublin Chamber of
Commerce, at the call of the 12th
congressional district cotton
conference.
Every county represented was
urged to go back home and carry
a good body of delegates to the
Macon meeting on the 27th. Mr.
L. Q. Stubbs was elected to at
tend the big Ne w Orleans cot
ton convention on the same day.
The following is the resolution
reported i«to the meeting by the
general farmer’s committoe and
unanimously approved:
Whereas the fanners of the Twelfth
Congressional District of Georgia,
comprising the largest cotton produc
section of the state, have boon called
into conference under the auspices of
the Chamber of Commerce, Dublin,
Ga., on this 25th day of August, 1914,
to discuss and snd consider ways and
means looking to relief in view of the
present crisis in the cotton market.
We, therefore, recommend the es
tablishment of the Federal Licensed
Warehouse system now under con
sideration by Congress,
We also recommend that the Govern
ment loan to the holders of warehouse
receipts, on cotton stored in govern
ment licensed warehouses, and we also
suggest that as far as practical and
possible that these loans be made di
rect to the tarmer.
We further recommend that in order
to give a value to the preseat cotton
crop of 1914, now ready for harvest
and to insure a material reduction of
the 1915 cotton crop, that a production
tax of at least three cents per pound
be placed on all cotton produced in the
United States in 1915.
Resolved that the Government of
the United Slates be urged and re
quested to loan the farmers, and direct
ly as possible, twelye cents per pound
for 1914 cotton crop after the produc
tion tax is passed.
We endorse the establishment of a
United States Merchants Marine.
We endorse the United States Ma
rine Insurance.
We endorse the meeting of the
Governors of all cotton producing
states and respectfully request and
urge them for their several states to
take immediate action, circulating
petitions for the signature of every
farmer in the said states, said petition
being a request to the Congress to
pass a production tax of not less than
three cents per pound for the cotton
production of the United States in the
year 1915.
We further recommend that this
meeting appoint not less than three
delegates from each connty in the 12th
district to attend the Cotton Conven
tion at Macon at 10 o'clock, in the
auditorium, in Macon, Ga., Thursday,
August 27th, 1914.
Wo further recommend that copies
of the above resolutions be given the
fullest publicity through the press nnd
otherwise.
Why not Wheeler county have
a farm demonstrator? The way
to get these things is to go after
them. The government will as
sist the authorities in this county
as it does in others, to secure
the. services of a farm demon
strator for this county. It is a
provable fact that they are a
great aid to the farming interests
of the counties that have them.
The farmers would appreciate
the serviee that a farm demon
strator could render them- They
are sent, and under the direc
tion of the government, and our
representative in emigres*, we
feel sure, would be glad to take
the matter up with the proper
authorities and land it for us, if
we put the proper effort behind
it and go after the plum.
Notice of Election
To determine the question of issuing
bonds by the Town of Alamo for the
purpose of establishing a system of
water-works in said town.
TO THE QUALIFIED VOTERS OF
THE TOWN OF ALAMO:
NOTICE is hereby given that an
election will be held in the Town of
Alamo on the 9th day of September,
1914, at the Justice Court House in
said town, to determine the question
whether or not Bonds shall be issued
by the Mayor and Council of Aiaano in
the sum of Two Thousand, Five Hun
dred Dollars ($2,500.00), for the pur
pose of establishing a system of wa
ter-works in said town, to the amount
derived from the sale of said bonds to
be applied for said purpose and for no
other purpose.
Said bonds to bear interest at the
rate of 6 per eent. per annum from
the date of issue, payable semi-an
nually in gold on the Ist day of Jan. I
and July of each year at any reputable
solvent national bank, in said state, I
the entire principal amount of said ।
bonds to become due and payable in
geld at said bank 30 years from date
of issue.
Said election will be held as pro
vided for by Section 440, 441, 442 and
443 of Vol, 1 of the Code of the State
of Georgia, adopted August 15th, 1910
and all laws amendatory thereof, and
in accordance with the ordinance of
said town relative to elections.
All voters living within the new
three-quartor mile limit of said town
as provided by the Act of the General
Assembly »f Ga., adopted Aug. 16,1913,
and not previously registered, are here
by notified to come forward and regis
ter with the Clerk of Council of said
town at least ten days prior to said
September 9th, 1914.
Said election to be called and is
called by virtue of an ordinance passed
by the Mayor and Council of Alamo on
the 3rd day of August, 1914, in
regular session, and which ordinance
Is hereby made a part of this notice,
and is us follows, to-wit:
ORDINANCE ADOPTED BY MAY
OR AND COUNCIL, AUG. 3rd. 1914
Be it ordained by the Mayor and
Council of Alamo, and it is hereby
ordained by authority of the same,
t^at on the 9th day of September, 1914,
thbre shall be held in the Town of
Alamo, at the Justice Court House in
said town, an election for the purpose
of determining tho question es issuing
bonds by the Town of Alamo to the
amount of Two Thousand. Five Hund
red Dollars ($2,500.00), for the pur
pose of establishing a system of water
works in said town, said election to be
held in uccordance with the provisions
of Sections 440. 441. 442 and 443 of
Vol. 1 of the Code of the State of Ga.
adopted August Isth, 1910, and all
laws amendatory thereof, and in ac
cordanoe with the ordinance of said
town relative to elections; provided,
that residents and citizens ot said town
living within the territory embraced
within the new three-quarter mile
limit »f said town, as provided in the
Act of the General Assembly of Ga.,
approved August 16th, 1913, and oth-1
erwise qualified to vote for members <
of the General Assembly of Georgia
and not heretofore registered asquali- i
fled voters of said town, may register j
as such qualified voters in said election
nat leas than ten days before tho hold
ing ot the same.
Be it further ordained by the au
thority aforesaid that the amount ot
said bonds so issued shall be Two
Thousand, Five Hundred Dollars
(2,500.00); that they shall bear inter
est at the rate of (6 per cent.) par an
num, payable semi-annually on the
first day of January And July of each
year, at any reputabla national bank
in said state, and they shall be in the
following denominations: Each of the
said bonds shall be of the denomina
tion of Five Hundred Dollars (500.00)
principal, and numbered from 1 to 5
inclusive, and shall be denominated as
Water-Works Bonds
Be it further ordained by the author
ity aforesaid that the said bonds shall
be payable, principal and Interest, in
gola coiaef the United States of Stand
ard weight and value, and shall be
signed by the Mayor ot the Town of
Alamo, and countersigned by the Clerk
and Treasurer o's said town, and the
interest bearing coupons attached'to
said bonds shall be signed and given by
said Clerk and Treasurer, and they
shall bo sold to the highest and best
bidder after due notice given; provided,
however, that none of said bonds shall
be sold for less than par. The. princi
pal of said bonds shall come due and
be paid thirty years from date of issue
Be it further ordained bv the au
thority aforesaid that the Mayor and
Council of Alamo shall each year as
sess and collect taxes sufficient to pay
the said semi-annual interest on said ;
bonds, and to further provide the re- i
quired amount necessary to beset aside ;
as a sinking fund to provide for the ;
payment of the principal amount of |
said bonds as set out above.
Be it further enacted by the author
ity aforesaid that it shall be the duty I
of the said Mayor and Council of Ala
mo to deposit the said amount so col-1
leeted as a sinking fund on interest at:
the best rate obtainable in some solvent ’
bank, and that the said interest so oh-i
tained shall be applied as a part of said j
sinking fund for no other purpose.
Be it further enacted by the author
ity aforesaid that the election provid
ed for in this ordinance shall be held on
the 9thdny of September, 1914, andat
said election all qualified voters of said
town shall be entitled to yote. The
polls shall beopened at ten o’clock, a.
WHEELER COUNTY EAGLE, ALAMO, GEORGIA
m., and shall elose at three o’clock, p. tn.
In said election those vaters who are in
favor as issuing bonds shall have writ
ten or printed on their ballots the words
“For Bonds”, and those who are not in
favor of issuing said bonds shall have
writtea or printed on their ballotß the
words, “Against Bonds”.
Be it further enacted by the author
ity aforesaid that due and legal notice
as required by law shall be given of
the holding of said election, and in
addition thereto this ordinance shall
he published in the Wheeler County
Eagle for the space of thirty days be
fore tho day on which said election
Is held.
Be it further ordained that all laws
and parts of laws of said town in con
flict with this ordinance be and the
same are hereby repealed.
