One of the most insidious and destructive influences on;
the price level of thousands of luxuries and necessities on |
retailers’ shelves is something that few of us ever think ■
about— shoplifting. Shoplifting is extremely costly to the
retailing industry. Chambers of commerce and retail asso
ciations sponsor clinics for merchants on shoplifting, and
there are films which are distributed for use by service clubs
and other groups.
Recently a spokesman for a large retailing concern offer
ed the suggestion that it might be a good idea to encourage
newspapers to comment on the subject sb that parents can
be made aware of the problem as it affects young people.
His suggestion is eminently sound. Aside from the long
term influence on prices, shoplifting has other far-reaching
effects. It can change the life of a young person who
might think of it as more of a prank than an offense against'
law and society.
There are cases where a young adult, with an otherwise
spotless record loses an opportunity for employment for the
simple reason that his misdeed has found its way into the
detailed history of his life upon which he must eventually
depend to open the doors of opportunity. Any blot on this
history is a handicap.
Shoplifting is but another example of the lack of respect
for persons and property that is so prevalent in the land to
day. Shoplifting is not a prank. It is a symptom of character
weakness and a warning light to parents and authorities.
A basic rule of behavior that should be taught every child
at home and at school is to keep your hands off other people
and other people’s property. This would pay rich dividends
in years to come.

SPENDING BRAKES NEEDED
The proposed surcharge on corporate and personal income
i is supposed to be a temporary measure needed largely to fi-
I nance the cost of the war in Vietnam. But, there have been
I temporary taxes enacted before, and a good share of them
। are still with us. If the rapid expansion in the size of gov
ernment now underway is not checked, any tax boost made
will have little effect on budget deficits or the course of in
flation.
Both will remain with us to undermine the economic
stability of the country and depreciate the income and the
savings of the people. It is time to reconsider national fiscal
policy. In the final analysis, it must be recognized that
governments too have limitations on their ability to spend.
Maddox Appoints
Former FBI Man ;
To Probe Crime
Even though Gov. Lester G.
Maddov said “I am happy to say
that we have maintained a cli-:
mate of law and order and pro- ,
tected the public peace and tran-;
quility in Georgia, “the governor
apparently is taking no chances
as to what conceivably could de- ;
velop in this nefarious area in the
future.
For example, as principal speak
er at the closing banquet of the
Peace Officers Association of
Georgia’s annual convention at
Jekyll Island, he announced that
he had appointed Joseph C.
Holmes, of Cartersville, a former
special agent with the FBI, to;
head a select six-man governor’s
commission to probe crime in
Georgia. He said Holmes will
begin full time duties January 1.
“It is my sincere desire to see
the day in Georgia when gang
land-type killings like the one we
recently experienced in Jackson
County are no longer probable or
ever possible,” Gov. Maddox said,
referring to the August 7 dyna
mite slaying of Piedmont Sol.
Gen. Floyd Hoard of Jefferson.
The governor, who was intro
duced at the banquet by Col. R.
H. Burson, director of the Geor
gia Department of Public Safety,
also told them this:
“I want to emphasize that the
Maddox administration has no
intention of interferring with lo
cal law enforcement. I want to
make it clear that the full force
of the state’s law machinery is at
your disposal at any hour, at any
place when you need.
“And I want you to know that
your governor will act as an ex
ample for other state and natonal
leaders in reversing the trend to
ward coddling, portecting and en
couraging criminals ... I will
continue to stand behind the law
enforcement officials of our state
and nation 100 per cent.
“I am neither afraid nor asham
ed to tell you, the people of Geor
gia or the people of America
when there are wrongs to be
righted and rights to be protected.
We have begun our war on crime
in Georgia, a war which will last
every minute of this administra
tion.’’

| important that the veterans noti
ify the Insurance Center of any
; change of address. This will help
i eliminate the possibility of a laps
: ed policy.”
