KILLING THE GOOSE
Plans for tax reforms always include various proposals for I
closing what are popularly caled “tax loopholes.” Opinions
differ widely on the matter of what constitutes such a loop
hole and care must be taken to avoid incentive killing double
taxation of income and assets.
National and state income taxes now largely absorb the
annual savings of the average individual. On top of this, we
have the capital gains tax on any increase in value realized
:in the same of property or securities. Now comes the threat
ened income tax surcharge, and the question is whether it
should be applied to capita! gains as well as income.
The claim is made that unless it is so applied, those receiv
ing increased value from the sale of securities or some oth
er asset would enjoy a tax loophole. Really, it is a question
of how far you can go in confiscating an individual’s capital
and resources before killing the goose that lays the golden

The president of the New York Stock Exchange believes
that a higher capital gains tax could actually reduce — rath
[er than increase — potential tax revenue. Applying the sur
i tax to capital gains would tend to freeze capital in present
I investments, denying it to the capital markets, and retard
! ing business and industry. ,
If you own a piece of property or shares of stock, you are J
subject to the present 25 per cent capital gains tax if you
sell. If on top of that a surtax of 10 per cent were added, i
would you be as interested in selling and putting your mon- ’
ey to work in a new venture? It is common sense not to
put the capital resources of the nation in a straightjacket.

ANYBODY WANT A JOB?
Satisfaction in a job well done is supposed to be one of the
more fundamental requirements of human happiness. Re
assuring evidence that this is still true comes from Washing
ton, D.C. This may seem strange since the duplication and
overlapping of responsibility and effort in the various bu
reaus, agencies and departments which administer the af
fairs of our national government are legendary.
Numerous attempts have been made to streamline the
federal administration organization. The problem has been
studied and many recommendations made. Another effort
was instituted some three years ago when Congress authoriz
ed the establishment of an Administrative Conference made
up of some 75 members from the general public and other
federal agencies. Its purpose was to investigate complaints
and make proposals for changes. Since that time, the project
has stalled. Nobody wanted to take the $28,500 job of head
ing up the new organization. The reason may be that, as
The Wall Street Journal suggests, . . the new agency
would have no power to compel anyone to do anything.”
If the desire to leave a record of accomplishment still lurks
in the breasts of those who have considered heading up the
Administrative Conference, then it is little wonder that the
job has gone begging. The good qualities of human nature
may save us yet.
