Ga, Code Ann, No. 24-1707
provides:
“When a vacancy occurs in
the office of ordinary in any
county, it shall be the duty of
the person who assumes the
duties of the ordinary, as here~
inafter provided, within 10 days
after the vacancy occurs, to
order a special election by
publication in the newspaper
in which the citations of the
ordinary are published. Such
election shall be held inaccord
ance with the provisions of
the Georgia Election Code.”
Applicable also is Ga, Code
Ann, No. 34-806, which pro
vides, in part, “At least 29
days shall intervene between
the call of a special election
and the holding of same.”’
Notice should be given in
this week’s publication of the
“Fagle.”” The election date
must be at least 29 days there
after. 1 will prepare all that is
necessary at your request.

ATLANTA (PRN) — During
the past few weeks a number
of important events have
taken place. [ would like to
comment briefly on several of
these today.
As many of you know, I
recently attended a conference
for democratic governors in
Omaha, Nebraska. This was
the second conference this
year and we will be having one
every three months or so
These conferences are an
important way for me and
other southern governors to
make your views known at the
national level. Whether we like
it of not our lives are
influenced by decisions made
in other parts of the country. |
intend to make every effort to
see that we have an
opportunity to influence those
decisions. :
Two resolutions passed by
this last conference are good
examples of what I mean. One
was on agriculture, which is
not only the number one
industry for Georgia but also
for many other states. We
strongly urged that President
Nixon not abolish the
Department of Agriculture, as
it has been rumored that he
will do. We also urged that a
non-partisan board be created
to allow the farmers of this
country to have a voice in the
decisions of the Department
of Agnculture. | was
impressed by the fact that
farmers all over the country
have many of the same
problems. It is going to take
strong unified action on our
part: il agriculture is to regain
its place in our country and
farmers are to receive our fair
share of America’s prosperity.
1 believe that the combined
voices of the twenty-nine
democratic governors,
representing hundreds of
thousands of farmers, cannot
be ignored.
We also passed,
unanimously, a resolution on
Vietnam which has caused a
bit of a fuss among some
people. We called on all
potential presidential
candidates to recognize the

as soon as possible. and to
devote their time and energy
to gelting the job done-not
making a political football out
of this crucial issue. -
personally am sick and tired of
seeing politicians piaying
games with the lives of our
servicemen. 1t is obvious to me
that some are mote concerned
with who gets the credit or
blame than with getting the
job done.
1 have already received
some very impolite letters and
phone calls from people who
want to know if [ realize that
a resolution like this will hurt
some of the more outspoken
democratic senators who are
running for president. [ say, if
the shoe fits wear it. I
personally sponsored this
resolution and am proud to
stand behind it.
In closing, I would like to
set the record straight on one
small matter.
You may remember an
article that appeared not too
Jong ago saying that $14,000
was going to be spent on a
film about re-organization.
Well, as a matter of fact,
$4.500 will be spent on a film
designed to let the Georgia
people know w hat
re-organization is all about.
None of that money will come
from the tax-payers. All of it
has been donated by private
citizens. 1 will not even
comment on the childish
editorials that have appeared
on this subject except to say
that vou have to consider the
source,
I want to thank you for the
support and advice that you
have given me on
re-organization and Goals for
Georgia. Please keep those
Jetters coming. Your response
to these programs is good
evidence that government can
go to the people for new ideas
and new solutions to all
problems. I am sure you know
that there are those who think
that the big shots are the only
ones who know how to run
our business. With your help
we are proving them wrong,
and 1 thank vou for it
Breakthrough
To Nursing
“Breakthrough to Nursing’’
is a major project discussed
at the recent meeting of the
State Executive Board of the
Student Nurses Association of
Georgia, Ten students from
nursing schools throughout the
state met in the Student Center
at Georgia Southwestern Col
lege.
Funded through a SIOO,OOO
grant from the Federal Govern
ment, the program aims to
bring more persons from
minority groups into Nursing.
Participation of student
nurses in the Head Start pro
grams for pre-school children
is another topic which the state
committee endorses. Student
nurses are to assist doctors
and dentists with examining
children, Atlanta is the current
target area.
Ray Smith, an Albany resi
dent who is a sophomore in
Nursing at Southwestern, was
elected chairman of ‘‘Break
through in Nursing’’ in south
west Georgia.

Reservists Are
Eligible For
Special Benefifs
Georgia Veterans Service
Director Pete Wheeler this
week is reminding National
Guardsmen and Armed Forces
Reservists who undergo active
duty training, usually during
the summer months, that they
are eligible for certain VA
benefits in the event they are
disabled by injury or disease
during their period of training.
One important benefit is com
pensation from the VA for in
juries sustained duringtraining
or while traveling to and from
the training location. ‘No
minimum time of service is
required in order to receive
compensation for disabilities
resulting from injuries,’’ says
Wheeler, ‘but to receive com
pensation for disabilities in
curred by diseases, guardsmen
must have been on active duty
for aperiodexceeding 30 days.”’
Wheeler added that to receive
any of these benefits, aguards
man must file a claim with the
Veterans Administration es
tablishing a service-connection
for the disability.

James V, Salzwedel, associ
ate minister in music from the
Home Moravian Church, Wins
ton-Salem, N, C., will conduct
the workshop at the meeting
which is Sponsored by the
Church Music Department of
the Georgia Baptist Convention.
The Moravian religious group
which came from Europe had a
strong influence on early
American church music. This
was the first effort toward
serious music in the U, S,
Salzwedel is a graduate of
Concordia College, Moravian
Theological Seminary, and the
University of Kentucky, He is
director of the American Guild
of English Handbell Ringers and
director of the Hussite Bell
Ringers.

Q. I’'m not sure my employer
is reporting my earnings to
social security. How canlcheck
on this without asking him
directly?
A, The social security office
has a post card from, SSA
-7004, that you can complete and
send in to Baltimore. The main
office in Baltimore will send
you a transcript showing what
earnings have been posted to
your record. We recommend
that everyone check their
record every three years to
make sure earnings have been
posted correctly,
Q. I operate a small grocery
store, and recently my only
clerk quit. Instead of hiring
someone to replace her right
away, I’'m going to let my teen
age daughter work in the store
this summer. She doesn’t have
a social security number, so
would you send me a form for
her to complete to get her
number?
A, We’ll be glad to issue
your daughter a social security
card, but since she’s under
age 21, her earnings cannot
be reported, since she’s work=-
ing for one of her parents,
Q, I am a self-employed in
surance salesman, My wife does
my bookkeeping. How do I go
about reporting the wages I pay
her to social security?
A, Your wife’s earnings that
you pay her are not reportable.
The law exempts from social
security coverage earnings paid
by one’s husband or wife.

and cancellation services for
the upcoming Apollo 15 manned
flight to the moon,
Philatelic coordinators
designated for the Atlantic and
Pacific Fleet Recovery Forces
(Task Force 14 and 130) will
receive all such covers and
make distribution to assigned
recovery ships.
To permit adequate time for
handling of covers, collectors
should send Pre-Stamped, Self
Addressed envelopes to the ap
propriate coordinator at least
three weeks prior to the sche
duled launch date for the

Fireworks Still
lllegal In State
Says Caldwell
“Over 30 Georgians, accord
ing to statistics, are going to
be injured on the Fourth of
July because of fireworks.,”
Comptroller General Johnnie
L. Caldwell called on all parents
and children to stop using fire
works. *‘‘All fireworks, except
exhibitions authorized by the
county ordinary, are illegal in
Georgia.”
“Each year on July 4th and
at Christmas-New Years, many
children and parents suffer
needlessly because of firework
accidents. In a study performed
by the State Fire Marshal’s
office,”” Caldwell stated, “‘we
found that injuries range from
minor cuts, lacerations, burns
to losses of eyes, fingers and
serious multiple injuries.”’
“Fireworks are dangerous.
People must recognize this fact
and the public must help us
protect our citizens. Sixty
seven (67) per cent of all acci
dents occur in the under 18
age group. The other thirty
three (33) per cent are older
