SUM OF $200,009 APPROPRIATED War Department in Charge of Relief Measures—‘Consul Aythft Sends Cable Message to Secre tary Hay. The president Monday, sent the fol lowing message to congress: To the Senate and House of Represen tatives: One of the gf–fiiest calamities in fll–ffj-y has fallen upon our nelgh Island of Martinique. The con sul of the United States at Guadelupe has telegraphed from Fort De Francis under date of yesterday, that the dis aster is complete; that the city of St.. Pierre has ceased to exist, and that the Atnerlcah consiil ftftd hlh family have jirrisllgd. lie is informed that tillfty thousand peopl# have lost their lives and that fifty thousand are home less and hungry; that there is urgent need of all kinds of provisions and that the visit of vessels for the work of supply and rescue is Imperatively required. The government 6f PrdBfch, Whiife expressing their thanks for the marks of sympathy which have reached them from America, informs us that Fort De France and the entire island of Martinique are still threatened. They therefore request that for the purpose of resculag the pnoplo who afe iii such deadly peril and threatened with star vation, the government of the United States may send as sOotl Ah Possible the means of transporting them from tho stricken island. The island of St. Vincent, and perhaps others In that re gion, are also seriously menaced tho calamnity which has taken so ap pa ling a form at Martinique. I have directed the departments of the treasury, of war, and of the navy to take such measures for the relief of these stricken people as lies within the executive discretion, and I earn estly commend this eftSe of unexam pled disaster to the generous consid eration of the congress. For this pur pose 1 recommend that an appropria tion of five hundred thousand dollars be made, to be Immediately available. THEODORE ROOSEVELT. White House, Washington, May 12, 1902. Immediately cn receipt of the mes sage the house passed, by an over whelming vote a bid appropriating $ 200,000 to the sufferers. Secretary Hay was requested by President Roosevelt to acquaint Sec retary Root and Secretary Moody with the president's wishes and they were charged to carry out the details of the arrangements. Thp treasury depart ment also was instructed to co-operate. The war department was placed in charge of the supply work and the navy department was asked for a ship. Secretary Moody immediately tele graphed orders to Captain Berry, the commander of the Dixie, now at New York, to take on the army supplies and sail at the earliest possible mo ment for Martinique. Consul Ayme Cables. Monday Secretary Hay, at Washing ton, received the following cablegram dated May 11, from United States Con sul Ayme at Gaudelupe, who went to Port De France, Martinique, by In struction of from the government: “The disaster is complete. The city is wiped out. Consul Prctic and his family are dead. Governor says thir ty thousand have perished, fifty thou sand are homeless and hungry. He that the Red Cross be asked to send cod fish, flour, beans, rice, salt meats and biscuit as quickly as possi ble. Visits of war vessels valuable.” The war department Monday mom ing was informed of the departure of the cruiser Cincinnati from the city of San Domingo for Martinique. AIR SHIP BLOWS UP. Daring Aeronaut and His Assistant Meet Tragic Fate in Paris. Severn, the aeronaut, and one of his assistants, were killed by the explo sion of Severo’s air ship in making trial trip at Paris, France, Monday morning. When the ship was high in the air the spectators were horrified by a bright flash of light, followed by a loud explosion. The balloon fell rap idly, landing on the roof of a house. The aeronaut fell into the street and was dashed to pieces. The engineer, who accompanied him, was burned to death. PEACE CERTAIN TO RESULT. Advices From South Africa Indicate Early Cessation of War. A dispatch received at Lisbon, Por tugal from Delagoa Bay, Portuguese East Africa, says that peace in South Africa is certain to result from the conference of the Boers to be held at Vereninging, Transvaal, May 15.
