BLOW IS AIMED AT ROMANIA Protest Against Inhuman Treatment cf Hebrews in the'Balkan States Couched in Strong est Terms, A Washington Special says: With the double purpose of protecting the long-suffering Jews cf the Balkan state*, and of averting the very pres ent peril of the immigration into the United States cf a horde of paupers. Secretary Hay has adopted the unus ual coitreo of appealing to the pow ers of Europe to force cne of their children to observe the obligations' of hum-|aity in tho case of the Jews. The appeal takes the form cf a state paper, remarkable In several respects, which has boon dispatched in Identical form to every ambassador and minis ter of the United SthtCs residing in one of th* courts of countries, which were partieg to the famous Berlin treaty pf 1£78, namely. Great Britain, France, Germany, Russia, Italy, Is Z tria and Turkey, marking the termina tion cf the Tiirko-lVueslan war, and the creation by the direct act of the powers cf the* independent Bnlkan states. Because the powers arc thus responsible for the existence, .if Hou manla, thfe culprit in this* ease, the secretary of state has directed the note to them in the hope 'that they will bring his government to a sense of Us duties toward civilization at largo, as well as to cause it to ameliorate the frightful 'cohdition of 'the Rouma nian Jews. In a measure, this action by the department cf stato may be traced to numerous petition* from Jewish societies and humanltariaiiB generally, as well as to the warnings of publicises respecting the growing dangers of the Immigration of degen orates. The- document, which is dated Au gust 11, says ill part: “The United Stales welcomes now, as it has welcomed from (he founda tion of Us government, the voluntary er immigration unde:* tondiflops of all aliens fitting coming hith them to be come merged into the body politic of this land. Our laws provide the means for them to become incorporated in diHtingntehably in t,h c mass of citi sens, and prescribe their absolute equality wiih the native-born, guaran teeing to them equal civil rights at borne and equal protection abroad. The voluntary character of their com ing is essential; hence, we shut out all immigration assisted or constrain od by foreign agencies. The purpose of our generous treatment of the alien immigrant is to benefit us and him all «.c—- not to afford to another state a field upon which to cast its own ob jectionable e’ements. It behooves the state to scrutinize most jealously the character of the immigration from a foreign land, and, if it be obnoxious to objection, to examine the causes which render it so. “With the laps * of time these just prescriptions have been rendered nu gatory in great part, as regards the native Jews, by ihe legislation and municipal regulations of Roumania. Starting from the arbitrary and con trovertible premise that the native .Tews of Roumania, domiciled th<.„ for centuries, are 'aliens now subject, to •foreign protection,' the ability of the Jew to earn even the scanty means of existence that suffice for a frugal race has been constricted by degrees, until nearly every opportunity to win a livelihood is denied; and until the helpless poverty of the J' vv has con strained an exodus of such propor tions as to cause general concern.” ANARCHISTS ON COMMITTEE. Forney, major gen eral of the confederate army in tho civil war, di»d Saturday night at his home in Jacksonville, Ala., after ten days’ illness.
