Permanent Highways
By State Bond Issue
There appeared last week in
this paper a lengthy argument bv
Col. E. P. Davis, of our city,
against the proposed State bond
issue for building permanent high
ways in Georgia. Col. Davis is
one of the bast lawyers in the
state, and in the United States for
that matter, and consequently his
argument was skillfully made with
the view that the jury (our read
ers) would be made to see only
his view point, which happily we
are told does not apply to most of
the people of this great state.
The proposed bond issue ques
tion came before our people from
the simple fact that the Federal
Government has appropriated, and
will appropriate annually for the
next twenty years, certain amounts
to be given to the state for high
ways, provided the state spends
like amounts for this purpose each
year. There can be hardly any
argument that the highways will
not be of great benefit to all the
people of the counties in which
they will be built.
Many counties are now loaded
down with debts cotracted be
cause of vast sums of money
spent in recent years, in earnest
but vain efforts to build perma
nent roads. (Our readers know
something of this.) In order to
devise a way for all counties to
have the highways without taxa
tion for that purpose, a large
number of the brainest men of
the state have for the past two
years set their heads together to
work out a plan to get for the
slate the government appropna

tion, and raise the money neces
sary to match the Federal funds
to be given us. The proposed
bonds for $ 75,000,000 are not to
be issued in one year, but are to
be issued in such amount each
year as can be taken care of, in
interest and a sinking fund, by
the state automobile license fees
and the tax on gasolene, the
amount of bonds to be issued any
year to be no more than is war
ranted by the previous year’s re
ceipts from the sources men
tioned.
The argument of Col. Davis
that there may be unwise spend
ing of this money can be met with
a similar statement as to the ex
penditure of public funds in the
past, and also that this is an evil
that appears to be ever with us
However we believe there are
men of sufficient business ability
in Georgia to administer this pro
tect within the limitations set out
in the act which will go before
the legislature.
A careful analysis of the pres
ent burden of high taxation will
show that from 75 to 95 per cent
of the taxes now paid are levied
for local, county and city purpos
es and not by state or federal
government.
