FOREIGN NEWS. Paris, January 26. The Foreign Ambaftadors and Ministers, on the 24th of this month, paid their respects to the King and the royal family, among them were remarked the American minifies, Messrs. Clay, Bayard & Ruffe if, and Messrs. Todd and Mil ligan, Secretaries of Legation, who had the honor of being presented to his Majelty. London, January 27. A Gentleman has reached town within this day or two from France, in a bye boat. He ftatcs that no thing certain had transpired with respect to the Congress at Vienna. We have taken from the lad packets the fubllance of the foreign intelligence mod interefling to the public at the present. moment— Perhaps nothing has appeared so well calculated to- moderate the claims of England against America, as the formidable demeanor she has latterly assumed. She speaks and acts on a greater scale ; it is not one or two ships, but feels, which she is putting forth ; it is not the for tuitous offerings of a few volunteer corps, but an army of 100,000 men, railed on the Napoleon sys tem ; that very fyffem which we would have supposed republicans would hold in the greatest abhor rence.—What force can England, with all her navy, fend out to cope with such an Army as America is railing ? We, therefore, Ihoul i fuppole, that national pride will surrender to national reason, and that Peace may be embraced when War mull be ruinous. Mr. Curran. —We are informed by the Sentinel of Wednesday, that Mr. Curran is about to present his countrymen with a view of Irish Catholic Politics, past and present. We are greatly rejoiced that such a fubjecl should be difeutied by so able a pen, and we are still more happy in the reflection, that our great countryman appears so much alive to the necessity of removing those imprefiions which an unhap py effufion of political irritation has made upon the minds of Irilhmen. The Bengal Merchants are fuid to have represented to Government, that if the Americans were exclud ed from the British ports in India, a valuble trade would thereby be diverted, into the hands of the fub jedts of other disadvantage of the Britilii trader. This unpro voked aggreflion on the part of the Creek Indians will doubtless re ceive from our government what it deserves—a speedy and exemplary chaflilement. By letters from the foutlnvard, \fe learn that the British transport that remained in St. Andrew’s found, seized on the 6th i.ift. from a packet boat going to Amelia, A mos Lindsey, and detained him as a hostage under the pleai a boy having (ome -time since deserted from the transport and entered as an apprentice with said Lindsey—- Captain Tattnall, of the United States’ Army, however, was infor med of it, who immediately font twenty men on board the transport and took Lindsey out. Sav Republican. FROM HAVANA. We have intelligence from Ha vana as late as the 12th instant We under It and from authority that may be relied upon, that orders had been received by the Governor at Havana, to (hut the port to all foreign vefiels ; but the people in general were so exasperated at this news that the Governor had not firmnefs enough to enforce it. On the king’s birth day, the Governor addressed the people at the govern ment fquarc, and informed them, that he had just received intelli gence that he was going to be le lieved by another Governor, who was momently expected with three thousand troops —and on ending his speech, he deli red the people to cry out vive le Roi; but fix of the sol diers obeyed the order—the rest cried out vive so Constitution ! I It is thought the ocuntry will de clare itfelf independent, and open its ports to all nations ; but whether this revolution will take place with out the effufion of blood or not, God only knows. Sixteen vefiels had arrived at Havana from Pvlartinique 5c Guad alope with flour ; also several from New York and Philadelphia—flour is down to 16 dollars and the du ties and port expenses equal 10 dollars ; rice 3 dollars and 50 cts. and a few weeks ago it had been fold at 2 dollars. This deprecia tion in the price of American pro duce is attributed to two causes, either that the market is considera bly overstocked, or, to the certain ty which the people have that the port will not be fliut to the Ameri can commerce.— lb. ST. “DOMINGO. * The following is an extract of a letter from a gentleman in vYalh ington, (n. c.) dated Bth inst. to his brother in this city. “ It is true that a French fleet has arrived off the coast of St. Do mingo Mr. Holmes, who arri ved here on the 3d inst. from that ifl.md T in 9 days paflage, informs, that a fleet of 60 (ail of armed ves sels, together with a large number of transports, having on board 40,- 000 troops, had arrived there 12th March ; and that he has no doubt they are by this time in poHellion of the principal ports.”— Charleston Courier. A court of enquiry was lately held at New York, at the desire of general Ripley The court had , proceeded in its inquiry for fome days, when an order was received for its diflolution. A measure of this nature might be allowable in time of war ; bur in a period of peace, it is not to be accounted for in any rational way— there is some thing in the way. — Aurora. WILKINSON’S TRIAL. The general court martial which lately fat at Troy, in the state of N. York, has terminated its proceed ings about a fortnight, the re sult, we are credibly informed, has been, that the general was acquit ted unanimouily on every charge and every fpecification. It is Hated to us that the evidence given on oath , on this trial, whene ver it (hall be publilhed,. will give very different views of military trans actions and military men, from thole which a system of proscrip tion, worthy of Robespierre, had itnpofed in fome measure upon the nation.— lb. ■m— Frigate Constitution safe. Captain Latimohle, of the Ihip Alexander Buchannan, a.rvived this morning in 10 days from Bermu da—and informs, that the British fljop of war Levant, had arrived there having been re-captured by the Acafta, Leander, and Newcas tle, in fight of the Constitution. When the Britilh squadron came up, the crew of the Constitution immediately made fail, and in a short time was out of fight. Charleston Ev. Post. 2 1st inst. N-ew-York, April 6. The ship Minerva, Capr. Wil liams, on Monday last off the Capes of the Deleware, spoke a vessel, supposed to be a frigate, armed en jleute, a prize to the Constitution, full of men. Gave three cheers, which was returned by the prize. We are told that when the Bri tish Hoop of war Cyane arrived at New-York, Com. Yeo, was at din ner with Com. Decatur on, the Constellation frigate, and had a fine view of her from the state room. Phil. Gazete. Massachusetts Election. ‘The Bast on Patriot of Saturday last, in giving the returns from 2:3S towns, makes the Republican net gain for Governor 2402. This looks well. The Pittsfield Sun fays the Re publican ticket for Senators in Berldhire county has prevailed, and gives returns from 22 towns, which makes the Republican net gain 104.
