Every arrival from the Weft-In dies announces the continuation of unexampled horror and Cts of cru elty in Spanifli America; and eve ry account concurs in dating, that the civil difeord rages with una bated fury. The retaking of a town by the Spaniards, is now a fig- j nal for the indiferiminate murder of its inhabitants; and thus we fee that Boves, the opposer of Caraccas, on entering Cumana, put the men, women and children to the sword. What will be the end of these re peated massacres, and what will be the date of the country when they are over f We have often shed the. tear of sensibility over the conquest of South Columbia. What will our children fay, when they read what is palling in the 19th century, and in the face of England, who, in fonts measure, stands as the worty umpire of the world f This is a war of brigandage, the stages of which, eye witnesses fay, pofteri iy will suppose as fabulous These horrots are even increased by their repetition theSpanifh prints of Mex ico, Cadiz, &c. but the misfortune is, they seldom meet the eye of the public ; yet from what is going on in Spain, we may infer what they are on the other* fide of the water. In Mexico, Venegas by a public ’ decree, ena&ed that “ all the insur gents were to be instantly (hot, and only allowed time to fay a fliort prayer;’* and even a lieutenant I commanding only 25 men, was au ! thorifed to execute this decree. The consequence has been, that ( thoufamJs of Indians and Creoles ! have been put to the sword in cold ; blood in exactly the fame manner !as the Cortes did. Calleia in formed the vice roy of Mexico, that in the affair ot Acolco, in which he loft one man and two wounded, he put to the sword five thousand se duced Indians kneeling for mercy! The feme general in Guanaxoato put fourtenn thousand old men, women a;J children to the sword, and destroyed the city, because tire inf urgent army had there ta ken up its quarters, but by a re treat had escaped his fury. Gen. Ofuz, by a public decree, imposed death on whomsoever “ fhali have in his poffc-ffion an axe or a final! knife,” —and adds, “that every town fball be decimated, and every tenth person shot, where any inter .courfe has been had with insur gents, even though it has been be tween father and fon.’* Bordeaux, March 23. The communication with Brus sels appears to be interrupted - The Hanoverians who are on the lines, permit Frenchmen to pass in, but will not allow them to return. The Generals do not appear to rely on the Belgians; they place them in the rear, and put the Ilanovereans in front. All the Belgians who have serv ed with the French army, retain their ancient attachment to the Emperor. Long live Napolon is heard in all the villages, and many have already joined the French ad vance posts. Lille, March 27. The Prince of Mofkwa, (Ney,) is expedited here to-morrow, to take command of the army of observa tion in Alsace. The duke of Al bufera, (Suchet,) has left us'to day for Paris Before his departure he expressed in general orders his approbation of the garrison and na tional guard. A story has been going the rounds in our junto prints, copied i from an Engifh paper, that Bern. parte in his younger days “ made a league with the . devil” which he forfeited bv universal toleration of a | religion in his dominions, and his fall was in consequence of his be traying the cause of his friend. Whether the league has been re newed or not, is not yet afeertained: but one thing is as well authenticated as the story, and that is, that he is now in a fair way of “ playing the devil with bis enemies.”—Balt. Pat. ; Got off at last. —ln the schooner i Chippawa, captain Clark, arrived i here from Jamaica, came paffen i ger, Hiram Thayer, fourteen years in the British service, impress ed, and refufed to be given up off New-London, during the war, al though recognized by by his father in presence cf Britiffi officers. AGRICULTURE. £/* If the certificates of a great number of intelligent and respect able Virginia Farmers can be cre dited* a difeovery has been made there by a Mr. Hall of Cumberland county, (a native of Ireland) which promises to be of greater utility than all the improvements in Agricul ture within the last century. It is asserted that, by Mr. Hall’s plan of cultivation, for which he has obtained a patent, he can raise fonr times as much Corn or Tobacco, from an acre of land as could be made by the old plan , with one fourth of the labor, and that the land, under his system of culture, will continue to improve, although planted every year in Indian Corn. Strange as this may seem, more than twenty refpettable citizens who are practi cal farmers declare it to be true.— The plan by which he works these wonders is not unfolded to view, because perhaps it might injure the value of his patent right, the use of which he is new vending through- j cut Virginia, 1 L -p ?.
