REPORT OF SMALL
* -POX.
By Chas. Hicks, M D-, Chairman of
the Board of Health of the
City of Dublin
To thk Honokablb Mayor and
City, Council:
In pursuance of the purpose of
your body to overcome tlie proba¬
ble danger to the city of the threat¬
ening epidemic of email pox in
some of the surrounding counties
Chairman . of .. I .. oard , of .
as your
health created a ueek ago, I re
epectfiilly submit this report upon
the prevalence or existence of small
pox m the counties of \\ ashiogton,
Johnson and Montgomery.
Ordinarily, to report ofiiicially
the existence of such a contagious
disease disease so so neor near bv oj, won wouiu Id be oe suffi sum
cient; but its insidious beginning
iu this section of the state, the
length bf time it has existed in so
mild a form, the existence at the
same time of measles, , roseola , and ,
chicken pox, the unsettled convict
ions of the medical men m deterui
iuiiig whether or uot it is small
pox, and die apathy of the public
in acceptitig the true situation, 1
shall ask your forbearance in pro
seating iu detail such information
aud fsets as I have bean able
gather, ip the limited time to make
this report covering such an
tsmive territory.
On Wednesday 19 th, inst I vis
ite«i one of the pest houses at Pea
cocks croeavg iu Washington co,
4 ’ ** '
the inmates of tin; house were all
white, and wlire convalescing.
Ii q ann*/ at tor tlie source of
the eeconil outbreak of small
iu Washington com.tv ' during th*
present , , here these , . pen
year am a
pie w n probably exposed. I was
informed that the infection was
brought into the neighborhood
from Johnson county.
.Thursday the 20tii I visited the
infected house tit Mt. Vernon.
This house is on the main thor¬
oughfare from the depot to the
courthouse. The town authorities
keep ;t guard at this house night
and day. 'The house is occupied
by a negro family 8 or 10.
, On the 21st in company with
Dr. Martin Morrison, I visited the
teihpornry pest house near Oh
wulkee where the disease made its
first appearance in the county.
[’he guard and convalescent, in¬
mates had buried just before my
arrival one victim who had died a
lew hours previous. 1 took with
me a camera to present for tlie
purpose of presenting to you
photograph tlie appianyiee of t ho
disease.
On Saturday tlie 22ml lost, I vis
i ted with Dr. J. W. Brinson, the
physician in charge of the post,
houses ami treating the small p*>x

vi.lo seven nnlos near our county
'>»»• J 1> 1S !*»« house is the rest
of Mr. Sinquefield one of the
most prominent and extensive
planters lu Jidiuson county. U lien
Mr. Binqueliekl was apprised that
the disease he and his family have
was suspected of being small
and that thy authorities would re
quire them insolated into a post
house, lie offered his residence to
till.'county for tin) whites of l 1
uoighhiu hood, and his tr mint
a8 t „ the colored.
Mr Siiioueficld j is ' convalescing 1
most members ot his household
have gotten well. Dr. Brinson
and Ordinary Page of Johnson
county J have now well regulated is
olutioii. Quarter uf a mile from
the Sinquefield residence a
Hng is exposed, ropes across tlie
roads and armed guards stationed
to enforce orders.
Mi*, *MiM}iiefTo](ls governess <*?
tended a school commencement in
Wasliington county near Peacock’s
crossing, , one of f Mt. .i Dock LI toil , s
daughter attended this commence
ment also ami occupied a seat by
the side of the young lady govern¬
ess. The young lady had fever at
the time, which was followed with
the eruption. Mr. Elton’s resi¬
dence is now a pest house.
Summary: If this disease is
not controlled and stamped out
within the next four months, to
the loathesoineness of the disease
cold weather will add surprisingly
to the death rate.
Vaccination is tho only safe
guard of prevention, isolation tlie
only method to stop the spread of
smallpox after infection finds
lodgement. 1 know of now no
cause iu Dublin for alarm except
npath of the intelligent public con¬
cerning vaccination. Tlie indgent
hesitate to accept; the ignorant
repel it. CHAS. HICKS.
