Near Death
VALDOSTA — An elderly
Valdosta man who wandered
away from his home on the
Quitman highway Sunday after
noon was found shortly before
dark Monday in a swamp some
six miles north of his home.

ATLANTA — Rep. Jack
Shuman of Pembroke said to
day he will attempt to kill the
Senate reapportionment bill
when it comes to the House
on grounds “that it’s based on
population estimates instead
of the population facts.
Shuman said if he cannot
kill the bill, he is ready with
help from other legislators to
revamp the senatorial district
lines projected for Bryan, Eff
.ingham and Chatham coun
ties.
‘TH have support in the
Chatham House delegation in
my move to revamp these
lines,” Shuman said. He did
not identify the support but
noted that “not all Chatham
legislators live in eastern Sa
vannah.”
Shuman said the present
reapportionment plan for the
Senate is a “gerrymandering
thing that looks like an octo
pus.”
This was his description of
the boundaires for the Third
District which includes subur
ban parts of Chatham and all
of Bryan and Effingham
coun*ies.
The district includes the
western part of ChathAm,
some of the southern section,
and Wilmington Island and
Tybee Island to the east of
Savannah.
“If we must go with this
reapportionment, then I want
to see sufficient population in
western Chatham County
combined with Bryan and Eff
ingham to give us a district
that will be continuous,” Shu
man said.
However, he said his first
attack will be on the use of
population estimates.
“No one is in a position to
say right now how much po
pulation Bryan or Effiingham
have “or how much Chatham
County has,” Shuman said.
Shuman said he was in fa
vor of maintaining the “status
quo” on alignment of senato
rial districts until after the,
1970 census is taken.
