CARRIERS’ RULES.
Restrictions on His Outside Du¬
ties by Postoffice Department.
The rural free delivery carriers’
duties have been laid down by
the Fo-doffiee Department and
new rules are to be issued at once.
The following statement regard¬
ing the outside business privileges
of ihe rural carriers has been
issued;
“Under the law ruial carriers
are not permitted to solicit business
or receive orders of any kind from
any person, firm or corporation,
and cannot, during the hours of
their employment, carry any mer¬
chandise for hire, except that
they may carry merchandise for
hire far and at the request of pa¬
trons residing on their respective
routes, provided the same shall
not interfere with the proper dis¬
charge of their official duties, and
pndtr such regulations as the
Postmaster General may pre¬
scribe.
“Under this provision of law no
mailable matter may be handled
by rural carriers while serving
their routes, unless the proper
postage has been prepaid, with
the single exception of county
newspapers, which, under the
law, are permitted to be carried
free throughout the county in
which they are published, to ac»
tual subscribers, residents on ru¬
ral routes, must be deposited at
the postw-ffice, the same as papers
for other subscribers.
“The hire for merchandise car¬
ried on request of the patren of
rural free dtlivery must be paid
by the patron. Carrier will not
be permitted to receive any com¬
pensation from the seller of such
merchandise.
“Article or packages, which
are mailable which are handed to
the carrier or deposited in the
postoffice or in a rural letter box
or in a collection box located on
a rural route, with request that
the rural carrier deliver same,
are subject to the rules regulating
mail matter, including the pay¬
ment of postage thereon.
“Articles or pages that are not
mailable, which the patron desires
tho carrier to carry, must be de¬
livered to the carrier in person
and in carrying merchandise for
hire rural carriers are not permit¬
ted to leave their routes ae official¬
ly laid out or to accept anything
that will in any way conflict with
the delivery of the mail, or in any
way interfere with the efficiency
of the service ”

Cotton Seed Meal.

The Atlanta Constitution says

less has been very much interes¬
ted in some experiments that
have been made with regard to
the value of cotton seed meal as
a food product for horses and
mules. With 10 to 15 per cent
of cotton seed meal mixed with
corn, oats and bran results have
been found to be excellent.
Dr. McCandless has just re’
ceived the following l°tter from
E. Frost, of Austin, Ga-,Vho has
experimented on this line with
some success.

cotton seed meal to mules and
horses, will sa.y I have for the
past few months been feeding
my mules a ration of corn, oats,
bran and cotton seed meal
in the pr portion of about ten
per cent cotton seed meal to the
other ingredients. The results
have been very gratifying to me
in bringing up the condition cf
the stock and increasing their
working power and efficiency- I
fael that in this direction there
are great possibilities for tne
southern farmer in enabling us
to do with less corn and become
more independent of the west.

Dr. Warren, food commissioner

treated with sulphite of soda.

phurous acid gas that attacks the
digestive juices and indigestion
