LAW TO REPEAL
THE STATE CODE
Joe Hail Will Introduce a Bill in
the House.
Atlanta, June 27.—Hon. Jje
Hill Hall, of Bibb, will introduce
a bill in tho House tomorrow to
repeal the law which enacted into
law the present code. The effect
of such a law, if passed, would
be to reduce the code of 1895 to a
mere reference book, leaving on¬
ly the statute laws in force.
Mr. Hal! says his reason for
doing this is that the present code
is full of errors and contradic¬
tions. For instance, the consti¬
tution provides that election re¬
turns shall be sent to the Secre¬
tary of State, unless otherwise
ordered by the Legislature. In
the same code appears the old
law requiring these returns to be
made to the Executive Depart¬
ment. There is serious doubt if
in enacting the code.the Legisla¬
ture did not re-ehaet the old law
about tnese returns, Mr. Hall
says, and the chances are that
they should be made to the Gov¬
ernor.
Mr. Hall states this is only a
sample of tho many contradictions
and errors, there being numerous
instances of where the repealing
law and the law repealed both
appear in the code.
Mr. Hall will also introduce a
bill requiring all municipalities
to collect tax from corporate
property on the assessments and
providing that such assessments
shall not be less than those
which are made by the state
and county tax receiver. The
object of this bill, though a gen¬
eral one, is to require the Macon
authorities to collect tax on a
comparatively full valuation from
the corporations of that city.
One instance is given where a
corporation in Macon is assessed
at 8200,000 and pays taxes on on
ly $25,000. Practically every
corporation in that city, it is said,
is similarly treated.

HAULING PUPILS TO SCHOOL.
Prof. VViifiams Making Success
of Institution at Temple, Ga.
Among the teachers at the re¬
cent meeting of the 'Georgia Ed¬
ucational Association at Warm
Springs was Prof. Ira Williams,
principal of Urn school at Temple,
Ga., in Carroll county, a few
miles out from Carrolton, who is
conducting successfully an edu¬
cational enterprise that has at¬
tracted wid* 5 interest.
Professor Williams is principal
of a country school which last
year had 300 pupils, and which
next year will have 500 if that
number can be accomodated. Its
pupils are drawn from an area of
country probably ten miies square,
and they are carried to school
each day in wagons, the school
itself furnishing transportation.
The school has a farm, on which
the b'oys are taught manual
training and agriculture.
The piofits of the farm pay the
expense of transporting the chil¬
dren, and thus tho school is self
sustaining to this extent.
The school is in the center of
the district. Its wagons go out
for 5 or 6 miles in each direction
and carry tho children in.
Less than two years ago Pro¬
fessor Williams established the
school now famous in Georgia
educational circles as the Sandy
Hill school. There he tried on a
limited scale the ideas that are
now making such a success of
the Temple school.

Judge Robert G. Mitohell de¬
cided a case of considerable im¬
portance yesterday morning, in
chambers. A man named Moore
diei in Valdosta recently under
misterious circumstances, and
Mr. Whitehurst was appointed as
administrator of his estate. Cer¬
tain of his creditors enjoined the
administrator from proceeding
with his duties and applied for
the appointment of a receiver.
Judge Mitchell dissolved the in¬
junction, vacated the receiver¬
ship, and Mr. Whitehurst will go
ahead with his duties —Thomas
ville Times-Enterprise.
