Mr. Bryan's announcement of his program for reorganization or regeneration of the Democrat¬ ic party need cause no greateur prise- He would make govern¬ ment or state ownership of rail¬ roads the corner stone <f his political faith. It is a suggestion noc to be lightly cast off. State socialism is not a new and untried thing. Mr, Bryan aad his associates will not be without arguments which have force and which, if they are to be rjluted, must he met witn argu¬ ments and not ridicule, Owner¬ ship of railroads and operation of these public conveniences for the benefit of the public has lias made wonderful advance¬ ment in recent years, and one needs but to go out into the great world and find thousands of cases of such socialism in full force to afford examples of what mi'ht be done in the United States. In fact the United States owns some railroads and oper¬ ates them. The reason which Mr. Bryan gives is not that which has generally been presented. “Recent events have convinced me that the time is now ripe for the presentation of this ques¬ tion,” he says: “Consolidation after consolidation has taken place until a few men now con trol the railroad traffic of the country and defy both the legis¬ lative and executive power of the nation. I invite the democrats, therefore, to consider a plan for the government, ownership and operation of the railroads.” He ui'ght have gone on still further and have declared with ex-Senator Pettigrew, long an advocate of government owner¬ ship of railroads, in an interview in St-. Louis, during the national oivention, quoted in this paper at the time, that with govern¬ ment ownership of railroads would vanish every trust in ex¬ istence. That is but an exten¬ sion of the same idea. The program Mr. Bryan pro¬ poses includes state ownership and federal supervision, rather than ownership direct by the Unite d States. This is a detail however, which might be altered On the surface it appears to we aken the program. It may be said fairly that one of the strongest arguments for government ownership of rail¬ roads which Mr. Bryan will be able to offer is the success of the incomplete consolidations effect¬ ed under the general merger movement. Every argument that can be deduced in support of the mergers goes to state so¬ cialism in railroad property. And to this others may be added. The issue is one therefore, which will afford some opportun¬ ity of controversy. It is not to he put off with a sneer and a snicker.—Des Moines, Iowa, Daily News. In Texas the Railroad Commission has recent¬ ly determined to require the railroads to f.urnish it with a list of all free passes issued over their lines, accompanied by the reasons for such issues.
