INSOLVENT TAX FI PAS.
Prior to the date covered by Hi <

previous years amounting to $3057 00

sons, and we are of the opinion that

The estimate of our Committee is
that 50% of the amount can he real¬
ized. After checking carefully over

property owners taking only item

fair share of the public burden.
ROAD FUND.
According to the Auditor’s report
there have been expended on tile
public roads $40,028.23 from January
ist, 1907, to April 27th, 1908. We
were unable to ascertain definitely
die amount of the unpaid road tax,
but the Auditor’s report shows that
approximately 800 receipts were mis¬
sing and on the stubs various expla¬
nations made lor the non-collection
'if them. The road tax collector in¬
forms us that about $1,000.00 is still
incollected, and that he has now
idopted a system, recommended by
the Auditor, which will avoid the
cosfusion mentioned above;

We are advised by the County At.
torney that it is illegal to pay the
Treasurer commissions on borrowed
money, where the money is borrow
ek by the County Commissioners
without spec al statute authorizii g
same. We find from our own ex¬
amination, as well as by the repori
of the Auditor employed by the
County Commissioners, tiiat $406.46
has thus been paid out by County
warrants since January 1st, 1907, and
we recommend that the County Com¬
missioners have this money covered
into the treasury, as w r ell as any
other funds illegally paid out. It is
apparent that if the county should
make a temporary loan for three
months and pay 2 per cent, on the
loan, and then pay 2 1-2 per cent
commission to the County 'Treasurer,
that the county in this case would be
paying 4 1-2 per cent, for the use of
the money for three months, which
would be equivalent to 18 per cent,
perjsmntim, while the credit of Mitch¬
ell County would certainly justify a
rate of not exceeding6 per cent o.i
these temporary loans.
COUNTY DEPOSITORY.
Inasmuch as the United States
Government now requires 1 percent,
interest on its deposits, and the State
of Georgia requires 2 per cent, inter¬
est paid on its deposits, we recom¬
mend that the County Commission¬
ers and the county treasurer make
arrangements (if it can be legally
done) for the county to receive at
least 2 per cent, on the county de¬
posits, with some good bank which
will give a sufficient bond in a sol¬
vent guaranty company. In view of
the fact that the County Commis¬
sioners have had a written proposi¬
tion from a substantial bank offering
to allow 2 per cent, on deposits and
to loan the county at 6 per cent, it -
| terest a reasonable amount of money
to supply casual deficiencies, and to
give a satisfactory bond for the faith¬
ful performance of its duties, we do
not consider it good policy for the
county to pay 8 per cent, for money,
which appears to have been the pre¬
vailing rate heretofore, and at the
same time to receive nothing on its
lepotits.
CITY COURTS OF CAMILLA
AND PELHAM.
These Courts appear to he admira¬
bly administered and serving a good
mrpose by executing the laws in an
economical manner, and preserving
rood* orer throughout the county
During 1907 they' turned in to the
•ounty treasury $2,549 80 after pay¬
ing officers’ costs. If the Judge’s
salary is deducted from this amount
there is still a satisfactory revenue
from this source'.
SCHOOL FUND.
For detailed information with
reference to the condition of school
funds and educational interests in
this comity, we refer you to the
report of the County Commissioner
which is before your body.
We find after paying off the teach¬
ers for 1907 there was a balance left
to the credit of Mitchell Coun¬

and our apportionment for

In closing this report we feel if to
be our duty to commend our efficient
end faithful Tax Receiver for his
fearless efforts to secure the return
ifall taxable property at fair and
full valuations.
