Work of Grand Jury of
Mitchell Superior Court
For the April Adjourned
Term.

of said County:
We, the Grand Jury, selected and
chosen to serve at tiiis the April Ad¬
journed Term of Mitchell Superior
Court, beg leave to submit the fol¬
lowing General Presentments:
We have through various committ¬
ees appointed from our body examin¬
ed into the financial status and af¬
fairs of the county, and the institu¬
tions supported by the county, and
herewith append the reports made to
our body by these committees.
Justices of the Peace: The, dock¬
ets of the J ustices of the Peace of the
county were duly submitted to us,
and the report of our committe'
shows that all these dockets appear
to be neatly and correctly kept,, with
the exception that in some instances

which samd e returnable. Justice
J. K. Hilliard, of the 1173rd District
G. M„ failed to present his docket,
hut we presume, in view of iiis re¬
cent election, that he is not famihar
with the law requiring these dockets
to l>e submitted to the Grand Jury.
Convict Camp: Our committee
appointed to visit the convict camp
report that they find the quarters in
which the convicts are kept in good
condition, but that the bunks used
are not adequate. We recommenc,
that better bunks be provided. Our
committee further report that tiny
noticed the rations that are being feu
to the convicts and state that satin
is good, and that the convicts are be¬
ing properly clothed and not over¬
worked, so far as they were able to
ascertain from citizens near said
camp.
Poor Farm: We find everything
at the poor farm in fairly good con¬
dition. We hereto attach the report
of our committee and adopt the same.
Exhibit A.
• Jail; We find the jail in fairly
good condition with the exception o1
tiie roofing. We notice several
pieces ofcslate on hand in jail that
would make the necessary repairs.
We find the court-rooin leaks in two
different places—oneleak in On nd
Jury room. We notice lightning rod
broken off of towers of court-house.
The vault in the Clerk’s office is in
bad condition; and we believe it very
essential that the necessary repairs
be made on this vault so as to pre¬
serve our county records. We ar<
informed that a recommendation
similar to this was made by a pre¬
vious Grand Jury, but that the nec¬
essary repairs have not yet been at¬
tempted.

County School Commissioner: We
hereto attach the reports submitted
to us by the County School Com¬
missioner, and make the same a part
of our general presentments. Ex¬

The terms of office of the following
named members of the Board of
Education having expired, to-wit:
J. P. Heath, Nat Bradford and J. T
Glausier, we have elected for the
term ensuing the following named
members, to-wit: Ernest M. Davis,
A. A. Turner, and R. P. Jackson.
Book Committee: Through our
Book Committee we have made as
exhaustive examination of the af¬
fairs of the qounty as the limited
time would permit, and we herewith
submit the report filed with our body
by our committee, and the same has
been adopted by us and is hereby
made a part of our General Present¬
ments. Exhibit F.
Pension Roll. We find with a few
exceptions of parties unknown to
our body to be in a satisfactory con¬
dition.
Public Roads: Our committees
from the various districts report as
follows: The roads in the 10th dis¬
trict, 9th district, Pebble City dis¬
trict and the Old 10th district are
found to be in bad condition in a

We respectfully ask our Repre¬
sentative to look into the law rela¬
tive to the Mitchell County School
Funds now on deposit with the State
Treasurer and to enact a special law
if necei s try for the removal of said
funds to our county for deposit with
some reliable Bank or Banks who
will give a guaranty bond for same
and pay 2 per cent, on monthly
balances.
We recommend that the County
Commissioners bring a rule against
Bailiffs who fail or refuse to levy tax
fi fas placed in their hands for col¬
lection in cases where property can
be found.
In taking leave of his honor, Judge
W. N. Spence, we desire to thank
him for courtesies extended to this
body, also to the Solicitor Protein,
E. M. Davis. We are deeply indebt
ed to him for his valuable service
during our investigations. We re¬
gret the inability of our able Solicit¬
or General, W. E Wooten, to be
present with us on account of famil¬
iarity with such work.
We recommend that these present¬
ments be adopted and published in
die Camilla Enterprise and the Pei
lani Journal.

REPORT OF COMMITTEE ON
BOOKS OF COUNTY OFFICERS.
Complying with our oath to “dili¬
gently inquire” we have made our
investigation as thorough as we
could in the limited time at our com¬
mand, and our work has been mater¬
ially facilitated by the report of the
excellent committee appointed by
the last Grand Jury, and also by the
report of the Auditor recently em¬
ployed by the Commissioners of
Roads and Revenues. The various
county officers called upon havt
cheerfully rendered us every facility
for examining their records aim
vouchers, but we have found it dif-
tcult to reconcile the report of the
auditor with the individual reports
submitted by the Committee from
he last Grand Jury, on account of
the fact that some of the individual
reports submitted by this committee
ire without date, and do not show
vhat period is covered by the report.
For instance an un-dated report of
he former Grand Jury committee
ihows tiie indebtedness of the county
from the County Commissioners
looks to he $10,862.12, while the item
zed report of the Auditor under date
April 27th, 1908, shows indebtedness
o be $13,121.62. This discrepancy we
understand is due to the fact that
lie report of the former committee
covered a date earlier than April
i7th, 1908.
We cannot commend too highly the
visdom of the County Commissioners
in employing the services of an ex
>ert accountant to audit the books of
die county, and to establish a proper

if book-keeping which will make the
future auditing of the accounts of
r.he different county officers an easy
matter, and it also furnishes to fut¬
ure Grand juries a fixed and definite
lata to start from in making their
investigations, and we recommend in
future that the County Commission¬
ers employ at least once each year
an expert accountant to audit all of
the county officers’ accounts, and
have these reports duly recorded on
their minute book.
