GRAND JURY
PRESENTMENTS.
We, the Grand Jury, serving at
the April adjourned term, beg leave
to submit the following present¬
ments:
We recommend that the law
governing the county commission¬
ers be so amended as to combine
the office of road superintendent
and county warden into one, if
practicable, and that his salary
shall be fixed by the county com¬
missioners, but shall not exceed
$100 per month, and that he shall
be appointed by the county
missioners and shall not be one
their body. And also that they
shall appoint a clerk, and that
salary shall be fixed by the
commissioners, and that his
shall not exceed $40.00 per month,
and he shall not be one of their
body. And that
shall have power to remove
superintendent or clerk at
time that they see fit to do so.
that the salary of the county
missioners shall be $3.00 per
for each days service, and
the total amount shall not
$72.00 per year for all services.
And the salary of the
of the board shall be
per day for each days service,
shall not exceed $150.00 per
for all services. We also
a committee consisting of W.
Twitty, T. A. Acree and J.
butler, together with our
sentative and county attorney,
draw this bill and have
passed at the next session of
Legislature, to take effect the
day of January, 1911.
We recommend that the
commissioners pay the cost of
lishing the notice of this local
islation according to the
rates.
We have no charges to
against the present
and commend them for their
work and services which they
giving the county, but we
that the system that they
adopted is wrong in principle,
wrong from a business
and liable to lead to corruption
no one can tell what the
might bring forth. First, we
not think that any set of men
ing a public office ought to be
lowed to fix their own
Second, we do not think that
ought to be allowed to audit
own accounts. Third, we
that the county roads can be
looked after by one man
his entire time, and having
charge of the construction of
roads than for five or six parties
be doing the same work, as it
liable to cause confusion. Fourth,
it leaves the public without any¬
one to make a direct complaint
against, if they are not satisfied
with the management of the roads,
without making it direct against
some member of the county com¬
missioners, or some member of the
board, which might make it em
barassing for him to do so. Fifth,
we do not believe that any system
in managing the county’s affairs is
correct without some body or set
of men holding a tight reign upon
the parties that are spending the
county’s money, and drawing
salaries from the county, and un¬
der this system there is absolutely
no one to call a halt because the
commissioners are the ones draw¬
ing the salaries, and spending the
money themselves, and it all de¬
pends upon their integrity and
honesty as to the amount they
spend and draw.
We also find that the county
commissioners are paying the
physician $60.00 per month for
services rendered county, and that
the bid of three other reliable
physicians in the county for the
same work was $25.00 per month
from two and $35.00 per mouth
from one. We recommend that
the county commissioners reduce
the salary of the physician to the
amount that the other reliable
physicians in the county are will¬
ing to do the same work for, and
if he is not willing to do this work
for the same price of the others we
recommend that the physician be
changed and one of the others sub¬
stituted in his place.
We also recommend that if nec¬
essary to make this change that a
copy of these resolutions be sent to
the prison commission.
We also recommend that the
superintendent and warden be re¬
quired to keep a record of each
physician or the county superin¬
tendent to their respective camp or
gangs, for inspection of the grand
jury.
We also recommend that the
law be so amended as to allow two
weeks of court instead of one for
each term.
We extend thanks to his Honor,
Judge Frank Park, and Solicitor
General W. E. Wooten, for courte¬
sies shown our body during said
adjourned term.
We recommend that these pre¬
sentments be spread upon the
minutes of the court and be pub¬
lished in the Camilla Enterprise
and Pelham Journal.
Respectfully submitted,
J. W. Butler, Foreman.
