A two year old subject was presented for a picture, and the little fellow didn’t seem to lihe the idea of being braced up to be shot at by the picture man, and so he got mad— c / // mad—so mad, in fact,' that there was not a lineament in the face that didn’t show it. At this instant,^ the artist took a negative. In ;i tew-moments his temper had been pac ified. and another negative taken, this time catching him with a sweet, rosy smile, and nothing but good humor lurking about his large eyes./. The pictures, enlarged, would make an elegaut pair for admirers of strong contrasts, and should be named “Tempest’' and “Sunshine!.” Work and play for February is a spleydid number. The new and attractive cover materially improves the appearance otjlus Journal, whose reputation is so well established in the hearts of the young folks. The first, article is by Dr. Holland (Timothy Tit comb,'•i on King William. The puzzle and game department is as varied and ex tensive as usual, ■ : . In response to our paragraph last wee i, announcing the fact that we had helped ourselves to a copy of Mr. Butts’ fine map of Georgia, that genfcleuian, took all the wind out of us by complimenting us with a copy. We haven’t another wo^d- to say. The map is got up iu fine style, and exhibits all the New Coun ties, County Towns, Villages, Post Offices, and the whole net work of Rail Roads, High ways, Rivers, Creeks and Water Courses in the State. It is a correct transcript from the records in the Surveyor General’s Office, showing the surveyed districts, with Uie numbers of the lot of land in the corner of each, and a complete Check Map for all portions of the State, surveyed in lots of 4£ 0 acres. It also exhibits that portion of Florida bounded on the South. Size of mip, 5Gx67 inches, Mounted Form, $lO 00. Dissected Form, SIO.OO. Published and for sale by Mr. A. G. Butts, Macon, Ga. [Public—No. 190.] AN ACT relating to the State of Georgia, Be it enacted by the Senate and House of Representatives of the United States of A merica in Congress assembled, That the State of Georgia having complied with the reconstruction acts, and the fourteenth and fifteenth articles of amendments to the Constitution of the United States, having been ratified in good faith by a legal legis lature of said State, it is hereby declared that the State of Georgia is entitled to rep resentation in the Congress of the United States. But nothing in this act contained shall be construed to deprive the people of Georgia of the right to an election for metobers of the general assembly of said State, as provided for in the Constitution thereof; and nothing in this or any other act of Congress shall be construed to affect the term to which any officer has been ap pointed or any member of the general as sembly elected as prescribed by the consti tution-of the State of Georgia. Sec. 2. And be it further enacted, That so much of the act entitled “An act making appropriations for the support of the army for the year ending June thirty, .eighteen hundred and sixty-eight, and for other pur poses,” approved March two, eighteen hun dred and sixty-seven, as prohibits the or ganization, arming, or calling into service of . the militia forces in the States of Geor gia, Mississippi, Texas, and Virginia, be, and the same is hereby, repealed. AN ACT to provide for inventories and accounts of the property of the United States in the pub lic buildings and grounds belonging to the Uni ted States in the District of Columbia. Be it enacted by the Senate and House of Representatives of the United States of Amer ica in Congress assembled, That it shall be the duty of the Secretary of the State, the Secretary of the Treasury, the Secretary of the Interior, the Secretary of War, the Sec- of the Navy, the Postmaster General, and the Adjacent General, and the Com missiejner of Agriculture, each severally as soon as practicable to make a full and com plete. inventory Os all of the property belonging to the United States in the buil dings, rooms, offices, and grounds occupied by each of them, and under their charge. And hereafter to keep in proper books such ihventories and accounts, adding there to an account of such property as may be procured subsequently to the taking of the same; and also an account of the sale or disposal of any such property. Sec. 2. And be it further enacted, That the'Architect of the Capitol extension shall make: out an inventory, and keep a like ac count thereof, as provided in section one of this act, of all property in and about the Capitol, and Botanical garden, and the President’s house and grounds. Sec. 3. Anti be it farther enacted, That it shall be the duty lif the officers hereinbe fore required to make and keep such inven tories and accounts, to make out an annual report thereof on the first day of December to Congress: Provided, That this law shall !not apply to the books, pamphlets, papers and documents iu the library of Congress, uor to the supplies of stationery and fuel in the several public offices and buildings, which shall be accounted for as now provi ded for by law. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,, That it shall be the. duty of the Secretary of the Senate and the Clerk of the House of Rep resentatives of the United States! severally to report to Congress on the first day of each regular session, and at the sxpiration of their terms of service, a full and com plete statement of all their receipts . and expenditures as such officers, showing in detail the items of expense, and classifying them under the proper appropriations, showing the aggregate thereof, and ex hibiting in a clear and concise manner the exact condition of all public moneys by them received, paid out, and in |their pos session as such officers. Sec. 2. And be it further enacted, That it shall be the duty of the officers hereinbe fore named, and of the Sergeant-at-arms, Postmasters of the Senate and House of Rep resentatives, and the Doorkeeper of she House of Representatives, to make out a full and complete account of all the prop erty belongingto the United States in their possession, at such dates and at the expira tion of their terms of service, as provided in section one of this act. Approved, July, 15, 1870. [Public —No. 195.] AN ACT for the creation of an additional land district in the. State of California. Be it enacted by the Senate and House .of Representatives of the United States of America in Congress assembled, That so much of the districts of lands npw subject to sale at Humboldt and Marysville, in the State of California, as are contained within the following boundaries, shall constitute anew land district, to be called the Shasta district, bounded as follows: On the north and east by the boundary lines of the State; on the South by the fifth standard parallel north; and on the west by the line between ranges ten and eleven west of lihe Mount Di4blo base and meridian, the location of the office for which shall be designated by the’ President of the United States, ancl may be changed by him from time to time, as the public interest may seem to require. Sec. 2. And be it further enacted, That there shall be appointed by the President, by and with the advice and consent of the Senate, a register and receiver for said land district, who shall respectively be required to reside at the site of the office,, be subject to the same laws, and entitled to the same compensation, as is, or may hereafter be, prescribed by law iu relation to other land officers in said State. [Public—No. 196] AN ACT to disapprove of certain ;acts of 'the legislative assembly of Idoho Territory, aud for j other purposes. t Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That so much of the revenue laws passed by the legislative assembly of the Territory of Idaho, January thirteen, anno Domini eigh teen hundred and sixty-nine, as provides for a special license, or tax, to be collected of or-paid by Chinamen, or persons of the Mongolian race who may be engaged in mining, or hold mining claims ito said Ter ritory, and so much of all other laws of said Territory as discriminate between per sons of said race and other persons, in re gard to taxation, are hereby disapproved of and annulled. Sec. 2. And be it further enacted, That the act passed by the legislative assembly of said Territory on the fifteen day of Jan uary, anno Domini eighteen hundred and sixty-nine, entitled “An act creating the of fice of the district attorney for each county in this Territory, and defining their duties afid providing for their compensation,” be, and the same is hereby, disapproved and annulled. Sec. 3. And be it further enacted, That all acts and parts of acts heretofore passed by the legislative assembly of said Territory that provide for the payment of salaries or extra compensation out of the territorial treasury to officers holding commissions by federal appointment in said-Territory, or which provide any compensation to the members of the legislative assembly, or the clerks, or attaches thereof other than that paid by the United States, are hereby dis approved of and annulled; and the legis lative assembly is hereby prohibited from making any appropriation from the treasu ry of said Territory to any such officers or persons, .under any pretence of adding to or increasing their compensation as fixed by the United States.
