Amendments to the CoiiMtltntloii
It has probably been generally over
looked that at the eleotion on the
8 th of Octobor next the people of this
state will be called upon to vote oh
two amendpieurs to the State Con
stitution. One of these amendments
provides for an extenuation of state
aid to ex-confederate soldiers who
did 1 hot lose an arm or a leg, hut who
were otherwise disabled by wounds
received in the lute war while serviug
his state in the confedoraoy, us well
as for the provision of an arm or a leg
to those who wero thus disabled. AU
those who were disabled, whether he
lost a limb or not, are entitled to aid
and should receive it. The other
amendment provides for a simplifica
tion of tho laws governinglooul legis
lation. The present system is very
complicated and absorbs a great deal
of time, and it is desired that.in or
Jet to expedite matters to have the
system, changed. Every proposed
local bill Under the present system
has toiie advertised thirty days be
fore ic can be introduced, and after
losing all this time it has to pass
through tho delays incident to its
various readings and debates. All
this consumes nearly the whole of
the forty days allowed by iaty, for
legislature tomt* and to this cause as
much as any of her is duo the pro
longed and adjourned sessions wliioh
is now the rulti, the sessions continu
ing longer at every succeeding legis
lature. 'I,.."'"'
These amendments will be printed
dn*TiMr tickets along with the
honiiaeos for state officials, senators
and representatives. However; it
wduld be weU that each voter under,
stand thoroughly the questions to be
decided on tit that time.
