Randuil. A good many other Democratic Congressmen pro bably would like to know whethor Mr. Carlisle, if elected Speaker, will .again giro Mr. Bandull the chair manship of tho Appropriations Com mittee, There is a feeling among Democratic Congressmen that Mr. dtandail is largely responsible for the failure of the general deficiency bill <u tho last Congress, and for the backward condition in which all the appropriation bills were. They have Also a pretty well settled belief that no bill reducing the tariff can bo passed as long as Mr. Bandall has the chairmanship of so groat a com mittee as that on appropriations. It may bo that snob a strong feel* iftig against Mr. Bandall will bo de veloped among tho Democratic Con gressmen beforo the Fiftieth Con gress assembles that Mr. Carlisle will find it udvisablo to agree to give to Mr. Bandall a minor position. There is no doubt that Mr. Hand- .all is a very able man, but ho is not in harmony with his party on tho tariff cpiostiob. While there is no disposition to requiro him to^ take a buck seat to humiliate him., tfrew is n desire to doprivo him of tho powor of pioveutiiig such tariff- legislation -as is favored by tho Domuarats. IIo is a man of too strong a charac ter for anything of that sort.
