BY JUSTIN POOLE A storefront sign was the cause of discussion during the Homer City Council meeting last week. The sign in question is for S & J Food Mart, formerly Rob’s Supermarket. The council voted to allow S & J Food Mart to use the sign. “Anyone who wants to put up a sign needs to get a copy of the sign ordinance,” city attorney Gary Freeman said. “[For a sign] not to be gaudy is the biggest thing with all of these regulations together.” Discussion among the council members was over if the sign that read Rob’s Supermarket was the original sign and whether or not allowing the sign for S & J Food Mart to use the previous sign with block lettering would be in line with current ordinances. ACTION ITEMS The city council also took the following action: •approved the resolution of the Community Assessment Participation Program of the Comprehensive Plan. •approved the reappointment of members on different boards including: Danny Mason and James Dumas for three-year terms on the planning commission; Jason Bond and Faye Reynolds for four- year terms for code enforcement; Martha Crane to a three-year term for the library; and Jerry Payne to a one-year term on the Georgia Mountain RDC. •heard updates from the DDA chairman Janice Tennent about ongoing projects in downtown Homer. •heard updates concerning the ordering of speed limit signs and the construction at the fire depart ment. •heard clarification from Freeman on the rules about annexation. •heard an update about street cleanups. •discussed the history of Tiny Town and its historical signifi cance. BY SHARON HOGAN Boy Scout Blake Dalton came before the Baldwin City Council at the monthly work session meeting on June 5 asking permission to construct a pavilion at the city’s roadside park on Hwy. 441. Dalton asked the council’s permis sion to construct the pavilion to earn his Eagle Scout award. “I have lived in Baldwin all my life and I want to give something back to Baldwin,” he said. Dalton is the son of Brent Dalton and he has been involved in Scouts since the age of six. B. Dalton said the structure will be a 20 by 20 pavilion with tables under neath. Dalton has to raise the funds to pay for the project and would like to get started as soon as possible. Council member Jeff Murray said he has talked with B. Dalton and the city street department crew will be able to help prepare the site for the pavilion. Council members agreed to have Murray and council member Beverly Holcomb work with Dalton on this project. The council said they would draft a letter on behalf of the city confirming that Dalton came before them seek ing permission to locate this pavilion at the roadside park. OTHER BUSINESS At the work session meeting on June 5: •acting Mayor Ray Holcomb said the City of Baldwin received a plaque from Little Lakes Soccer Club thank ing them for the use of the soccer fields in the city. •Holcomb announced a joint meet ing with the City of Cornelia to dis cuss downtown development and the Level Grove corridor. The meeting will be held at 6 p.m. on Monday, June 30, in the courtroom at the Baldwin Police Department. Holcomb said engineers and designers from the Department of Community Affairs will be on hand to explain the project and go over ideas. •Holcomb said the city experi enced a computer malfunction on its water bills and the same bills as last month were printed a second time and mailed out. New bills have been printed and mailed out and the dead lines have been extended. The dead line to pay is the 20th of the month and the cutoff date is the 25th. •Carter Stewart asked for the city’s help with moving a waterline along Hwy. 441. Stewart said he is plan ning to build a new pottery place on Hwy. 441 next door to North Georgia Accounting and Tax Service. Murray said the two-inch water line is about 2 V feet deep on top of the hill. The line supplies around 45 houses, Murray said. •Stewart also said he talked with former mayor Mark Reed and coun cil member Robert Bohannon about possibly leasing the spot where the Beef Baron sign is located. Stewart said he would really like to buy this piece of property. Stewart asked, “What would the city want as a lease amount for a concrete pottery busi ness to locate on this site?” Holcomb said, “We can take a look to see how much land is there and see what we can do and let Robert contact Stewart.” •Dorinda Marshall, representing the homeowners in Chandler Run Subdivision, asked that the city take over the streets in the subdivision. Marshall said, “I am new at this and I would like to know what needs to be done to turn the streets in the sub division over to the city.” Holcomb said they would need to wait one year after build-out in the subdivision and come back before the council. The roads will need to be inspected by the city at this time. •the council discussed the annexa tion of several pieces of property that are currently islands that have not been annexed into the city. City Attorney David Syfan said he would check on the process for annexing an island and get back to the council. The owners of one piece of property agreed to annex when property was contiguous to them. Syfan suggested that someone from the city talk with them on this and ask them to come in voluntarily. One piece of property in question should have been annexed when the property owners applied for water service and it was not. Holcomb said, “They were given water service without annexing them into the city.” Syfan said on this piece the city should contact them and let them know that they are bound by the city to have them annexed. Planning Commission gives nod to Lula-based trucking company BY CHRIS BRIDGES The Banks County Planning Commisison issued a green light to a request for a conditional use permit for a trucking business in Lula during a called meeting Tuesday night. While one commission member had concerns about the width of the road leading into one entrance of the location, the request was approved unanimously by the members who were at the meeting. Larry Jackson and Bennie Jackson will operate Anjan Hauling at 1806 Moccasin Gap Road in Lula on approximately three acres of land. They have already done extensive clean-up to the area and repairs to the building on the site. Planning com mission member Sammy Reece said the property already looked “1,000 percent better.” The company contracts work for the state to build roads and will oper ate away from the area most of the time. In fact, the company is set to begin an 18-month job in Brunswick soon. Planning commissioner Keith Segars expressed concern about the narrow width of Moccasin Gap Road if two of the company’s dump trucks met going opposite directions but he also voted to approve the conditional use permit. The Banks County Board of Commmissioners will have final say on the matter next Tuesday during a 3:30 p.m. meeting. Also at Tuesday’s meeting, the Planning Commission voted down a request from Bob Blackwell for a variance for a lot size reduction on property he owns in Homer.
