County elected officials sworn in
SHERIFF SWORN IN
Banks County sheriff Charles Chapman was sworn
in on Thursday, Dec. 18, to serve another term in
office by probate judge Betty Thomas.

Banks County coroner Henry Galloway was sworn
in on Thursday, Dec. 18, to serve another term in

Banks County clerk of courts Tim Harper was sworn
in on Thursday, Dec. 18, to serve another term in of
fice by probate judge Betty Thomas.
DALTON TO SERVE AS BOC CHAIRMAN
Milton Dalton was sworn in as chairman of the
Banks County Board of Commission on Thursday,
Dec. 18, by probate judge Betty Thomas.
BROWN TO SERVE ANOTHER TERM
Banks County Board of Education member Neal Brown
was sworn in on Thursday, Dec. 18, to serve another
term in office by probate judge Betty Thomas.

COLLECTS TOYS FOR HOLIDAYS
The 1-85 North Board of Realtors and its 500+ mem
bers have been collecting toys for needy children
since October. They have had over 1,700 toys do
nated from the members and the public. The toys
were distributed to the Department of Family and
Children Service offices in Banks and Jackson
counties this week. The DFACS staff distributed the
toys to foster children. In addition to this, the orga
nization is giving toys to local individual families
who were not able to get on the DFACS list.
Still no taxes in Lula
City council keeps
millage rate at zero

Residents in Lula do not
have to worry about a city
property tax this year.
Following tradition, the
Lula City Council approved
rolling back the millage rate
from 3.52 percent to zero dur
ing last week’s council meet
ing.
While the city’s budget
could benefit from the tax, the
council’s unanimous decision
was to not burden the residents
with a city property tax.
The decision to set the mill-
age rate at zero came on the
same night that the council ap
proved writing off $587.01 in
unpaid water and sewer bills.
With the exception of a spe
cial case where the residence
was destroyed by fire, the
council discussed turning over
the other unpaid bills to the
GMA (Georgia Municipal As
sociation) for collection. The
GMA bill collecting will not
cost the city anything as the
collecting costs are cut from
the overdue bill.
OTHER BUSINESS
Also at last week’s meeting,
the council took the following
action:
•named the December Yard
of the Month winners, includ
ing the Simonelli family on
Rocky Mountain Trail; the
Davidson family on Morgan
Drive: the Paterson family on
Chattahoochee Street; the Mu
noz family on Mountain View
Parkway; and the Jackson
family on Main Street. The
business category winner of
the contest was the Lula Area
Betterment Association at the
train depot on Athens Street.
Mayor Milton Turner said
he appreciated the residents
participating and encouraged
everyone to go by and see the
decorations.
•approved the appointing of
Chris Vaughn to the DDA.
•approved a set of guide
lines for use of the city build
ings for non-profit groups.
•approved the city employ
ee’s annual bonus of $125 for
full-time and $62.50 for part-
time.
•approved the mayor the au
thorization to sign the Banks
County Service Delivery
Strategy.
•approved allowing the full
time employees to decide if
they want to take Friday, Dec.
26, off without pay, use a per
sonal day or come to work.
