Lula continues to look
at service agreement
BY CINDY R. EDGE
The Lula City Council has yet to approve a
service delivery agreement with Hall Coun
ty. According to Mayor Milton Turner, the
agreement isn’t deemed approved until it is
accepted by Hall County, along with three
other cities within the county. The city
has not received notification as to whether
or not the agreement has been officially
accepted by the Department of Community
Affairs.
“I looked on the DCA website today and
they haven’t approved Hall County’s agree
ment yet,” city manager Dennis Bergin said
at the council meeting Monday night.
Bergin reported Hall County is requesting
the council consider adoption of the service
delivery agreement.
Mayor Turner urged council members to
stay firm and not sign off on the agreement
citing the council’s staunch opposition to the
service delivery area.
“We will leave it on the agenda for the
council to take a firm position one way or the
other, to approve or deny, because we were
never given the opportunity” Bergin said.
In other business at the meeting on Mon
day:
• it was announced that a local farmers
market will begin operation later this week.
The market, located in the downtown area,
will be open on Fridays from 3 p.m. until 6
p.m.
•the council agreed to accept bids to
make upgrades to the Old City Hall building.
The Historical Society currently occupies
the building.
• the council discussed a citizens’ request
to remove a tree located on Tombs Street.
According to Bergin, the property owner
came before the council to request removal
of the tree in 2011, but without a survey it
could not be determined if the city should
claim ownership and take liability for its
removal. After inspection, the tree was
found to be healthy at that time. Since then
the tree has split and half has fallen. The
property owner is once again looking to the
city for assistance.
•the council discussed, but took no
action, on the purchase of a tractor at a cost
of $75,000.
•it was reported that a public hearing
is set for July 17 at 6 p.m. to receive citi
zens comments regarding an application
by Bobby Miller to re-zone property located
at 5853 Hood Street from R-2 to Highway
Business.
The council concluded the meeting by
moving to closed session in order to dis
cuss acquisition of property. After meeting
behind closed doors for 15 minutes, the
council reconvened and reported no action
would be taken.
