Maysville set to vote on two zoning requests
BY CHARLES PHELPS
The Maysville City
Council will vote today,
Aug. 16, on two rezoning
requests.
The council couldn’t
vote after Monday night’s
public hearing due to
not having three council
members present at the
time of voting.
The two rezoning
requests - one for Eric
Hardy at 135 Rilla Lane
from Agriculture to Rural
Residential 1 and one
from Austin Hall at 16 Cora
Way from Agriculture to
Rural Residential 3 that
also includes a variance
request - was held during
the public hearing. It was
the second public hearing
for both matters.
Hardy is asking for the
rezoning in order to build
a house on approximately
two acres that his grand
mother, Gladys Cochran,
deeded to him.
During the first public
hearing, Jonathan Beard,
a Cumming attorney,
spoke on behalf of Don
ald and Bonnie Moore, in
opposition to Hardy using
Rilla Lane to access his
property.
At Monday night’s hear
ing, Hardy told the council
he is moving the address
of Rilla Lane, so no access
point will be needed. The
access point has been
moved to Comer Street.
Beard asked the council
that a zoning mechanism
be enforced to prevent fur
ther “litigation.”
Hardy has no objection
to the council approving
and putting a condition
in to prevent him from
accessing Rilla Lane.
The Moores have lived
on Rilla Lane since 2001.
No one spoke for or
in opposition to the Hall
rezoning and variance
request.

critical issues, goals and
resources that must be
addressed in order to
achieve the vision for the
county. The plan creates
the list of things that will be
addressed in the implemen
tation program and future
development strategy.
When asked to estab
lish the vision, Hazell said,
“Banks County will be ...
what?”
Several responses were:
• a place where our chil
dren can work so they don’t
have to go out of the county
to find good jobs.
•safe
•controlled growth - uti
lize the 1-85 area as a busi
ness corridor.
•balanced growth - both
housing and business devel
opment.
•staying rural - sparsely
developed.
•keeping infrastmcture at
a minimum.
•bringing in industry -
manage industry.
• not a bedroom commu
nity.
• maintain low taxes.
•promote high tech train
ing - not have to go outside
county to get the high tech
training.
• education.
• build infrastructure in
major corridors.
•ethical family values -
morals.
• cleaned up - county has
some despicable stmctures.
•county has a low medi
an income.
• exploit 1-85 corridor.
•change 1-85 and High
way 441 interchange to make
it safer.
• educate the work force.
• develop across the
board standards.
Hazell told the group,
over the next month, to
think about the county’s
vision statement and spe
cific needs and issues. He
encouraged them to spread
the word about the public
hearings and meetings in
order to get as much feed
back as possible from coun
ty residents.
The next meeting is set
for 7-9 p.m. on September
18. At this meeting, as many
of the specific topics to be
included in the comp plan
that can in the allotted time
will be discussed.
Lula... continued from page 1A
on the deed, the coun
cil indicated they did not
want to “open that can of
worms.” Referring to two
previous owners, Council
man Vince Evans noted the
railroad has already signed
over ownership and the Lula
Area Business Association
is no longer in existence.
In other business:
The council discussed
the possibility of hiring two
new employees versus hir
ing a correction officer cer
tified to work with detain
ees. In either scenario, the
workers will be responsible
for maintenance in the city.
According to Turner, the
cost of a certified correction
officer would be approx
imately $47,000 per year
and a vehicle would have
to be purchased for trans
porting inmate workers. If
the council decided to hire
two employees, the cost of
salaries plus benefits would
be approximately $36,000
for each employee. City res
ident Jim Grier suggested
the council consider other
options such as contracting
maintenance services.
Evans reported he had
recently learned Mordecia
Wilson is the oldest serv
ing councilman in the state.
Wilson indicated he will be
seeking election to another
term this year.
