Havana, December JW).—Home Gov
ernment relievos General Burriel of com
mand of Eastern Department, because, in
the proclamation issued last week he 'at
tacked existing Administration of Spain.
He has been ordered to appear at Madrid
to answer charges preferred against him
iu relation to this matter.
Jonvalor insists the Government shall
accept his resignation, unless he is grant*
ed in full the extraordinary powers en
joyed by his predecessors. The Govern
ment has conceded increased powers, but
they are restricted by certain oonditions.
The Vote rte Cuba says the only reasou
Jovalar hus not taken effective measures
for the tranquilization of the islaud, wun
because h« could not legally do ho. The
Vote and Diario declare that the Conser
vatives favor the grant of extraordinary
powers. The only way to Have Cuba to
Spain is to declare martini law throughout
the island, levy forced contributions, and
call out the militia to suppress the rebel
lious The execution of the reform laws
must be postponed to a more fitting op
portunity.
The Vote, alluding to the change in the
American legation at Madrid, says the
original appointment of General Sickles
was an act of discourtesy, if not hostility,
to Spain, and showed singular want of
oonaidevatiou for her susceptibilities.
Cushing is the antithesis of Sickles, and
the change made cannot be regarded
otherwise than as a graceful tender of
good will ou the part of the Government
of the United States.
Tho Colonial Minister has made a
speech at Matanzas, iu which he sought to
allay fears in regard to the immediate
abolition of slavery. His remarks give
much satisfaction to owners of slave
properly.

No More Taxation.—Now that our
Senator* and Representatives have been
home on a llying visit to their constituents
they inay probably have been given to
understand that tho people see no need
for additional taxation aud do not desire
to bo taxed unnecessarily in order to keep
up the pet policy of a rapid decrease in
the public debt. The country is in a
prosperous condition and is growing rich
er and richer every day. Values are rap
idly recovering from the temporary de
pression of the commercial crisis, and
w hile we may still hear of caution and
retrenchment in business our revenues
will speedily increase with increasing
commerce. Let Mr. Kichnrdsou be pa
tient, and he will soon have money
enough in the Treasury. Meanwhile, if
Congress will put a stop to jobbery, while
encouraging nil legitimate enterprises and
aiding iu a liberal development of our
magnificent resources, we shall do very
well without rushing in u pnnic to the
extreme measure of taxation to make up
a temporary deficiency in our revenues.—
AVir York Herald.
