A I'ltld Dny l«» Mnyor'a Court. ?he case of Billy Owens, referred to yesterday as being adjourned for a ring to-day, came up this morning and the occasion of an unusual display of al lore and forensic ability in the pre- ots of Mayor Slaughter’s Court. Gen. nu, as oounsol for “Billy,” moved to ash the indictment tor want of special- in its averments, unconstitutionality of e city ordinances, and if they were not, ere is no ordinance forbidding larceny the oily of Opelika. These points the arned gentleman argued forcibly, and cceeding unsatisfying Mayor Slaughter at the points were correct, he decided dismiss the complaint. So we are now t the mercy of every passing rogue who ay think lit to swell his purse or fill his rdor by burglariaiug our stores or dwel- ngs. This decision of Mayor Slaughter is doubt correct, aud the reoent onact- tmt of the Legislature compelling coui- itting magistrates to accept the thief's wn individual recognizance for his ap- -arauoe before u higher tribuual, throws wn our usual safeguards and puts us aok upon a higher law, our own individ- al resources, our own strong arm for rotoctiou; a resort which every good itizen condemns, aud only in voguowith avagos and semi-civilized communities. Vo hardly think that the records of gov- rnmoi.t, State or Federal, since the war, ot even Louisiana, exhibit such wanton nd malicious disregard of private rights nd respect to another's property as is isplayed in this Montgomery iniquity, f they had come out boldly and legalized (robbery and justified the evil-doer, it would have beou a more manly course; but under the specious pretext of poverty and inability of tho thieves who infest the land as the plagues of Egypt, to give bail requisite for their appeuranoe at court, they turn loose upon an impoverished people a sot of the veriest villains aud vagabonds who ever cursed the earth. We have forborne heretofore to allude to this abominable iniquity, because we thought words ioadequato to do justice to tho sub ject, and do so now to say that love for the criminal and a fellow feeling for punish ment heretofore impartially administered was not tho only motive moving that body of tatterdemalions yclept the Alabama Legislature, but a desire aud a determina tion to keep alive by vicious legislatiou that feeling of hatred ougondered be tween the races by designing scalawags and putrid politicians, tho scum of a na tion’s scathing pot, so that between the two there should be no peace, and the self-appointed scavengers retuiu place aud power. We learn that his Honor, Mayor Slaughter, will convene Council probably to-night uud urgo the immediate adoption of such ordinances as will checkmate the vagabonds, who are now at liberty, to their hearts' content. Let the work bo thorough this time, so that no foot bold remains, unions it be tied as a huugman’s knot. We heard a good one to-day.
