In the Choap Transportation Colt von ti iu this morning, the majority roport of tho Committee on Railroads was adopted. It declares that relief must come from legislation, by which our present system of railways can bo regulated and improved, aid competition which will complete and carry out the form which legislation must inaugurate. It recommends National care, pioviding f‘*r Bureau Commission- •ns of Transportation, Ao.; recommends that tho members of the American Trans portation Aasociation ondtuvor to obtain tho passage of certain laws in their respoc live State*, excluding all tho railroud companies from making unjust und oosstvo diaorimmatinua against places which arc not cotnpotiug points, and law obliging all railroad compauics To transport the cars of other companies, or individuals, for a just and impartial com pensation, and with the same dispatch nf tho cars belonging exclusively to said railroads. Tho roport of tho Committoe on F m incut Officers was adopted. Josiah Quinooy, of Massachusetts, was elected President, with Vico Presidents from each State in the United States. R. 11 Ferguson was chosen Secretary. It was resolved that the next session be held in Richmoud, Va., the time of meet ing to be fixed bv the Exooutive Commit tee. James Haker and H. 11. Houner admitted us delegates from St. Louis, and F. C. Oaproolu aud M. lverstemun from Canada. Seuator Windom, of Minnesota, being called upon, addressed the Convention, and said tho committee of tho Senate of which he is chairman had been employed tn gathering much information. He could not now speak as to what their report would be, but he had no doubt it would be satisfactory, and expressed tho opiuion that it would be ready to present to the Senate about the first of February. Col. Preston, of Virginia, was next in troduced, and spoke of the pleasure it would afford tho people of Virginia to welcome the Convention there next year. Mr. Capreola, of Canada, spoke of be ing instrumental in constructing the first railroad in Canada. He favored tho open ing of the Greeu Bay Canal from Lake Ontario to Luke Huron, a distance of only sixty-five miles, which would give vast facilities to the great Northwest of his installment, under which you j claim, and sectiou throe of the election dt- 1 duration, altHched to the said < Jonstitulion, under which you wore chosen, provides that the State and other officers elected thereunder shall hold thoir respective of- flcea for the term of years pro scribed by tho Constitution, beginning from tho dayof election, und under which tho Governor-elect claims the office ; and, more than four years having expired since your election, ho ih of tho opinion that your right to hold tho offico of Governor nt thiR time is ot loast so doubtful that lie does not fool warranted in furnishing United States troops to aid you in holding further possession of it.
