It is said that Kemper will soon send to the Legislature of Virginia a proposition re ducing all classes of the present indebted ness of the State to one, and issue bonds to cancel the same for fifty por comtuiu of their face, bearing six per cent, interest, which would bo equal to threo per cent, upon tlio present debt. A commission will be proposed to represent the facts to the creditors of I ho State and compound tho debts upon the foregoing principles of adjustment. A speciai. If |>y “masterly neutrality” is meant tho leaving of tho people of Louisiana entirely free to settle tho matter for them selves, there is no doubt as to how tho cuutti^ will be decided, and that quickly. The English manufacturers, seeing tho advantage of spinning and weaving cotton as near tho locality of production ns pos sible, are establishing cotton factories in India. They are increasing fast in the British possessions there. Wo see it stated that tho Bombay mills nloue em ploy ton thousand operatives and work up llfteon hundred bales a week. This is ahead of the manufacture in our Southern States. Can wo afford to let India get tho advantage of us in tho manufacture of tho staple? It will not only make moro per manent and necossarv tho culture of cot ton thoro, but it will enable tho Hindoos to raise it moro cheaply by giving factory work to their women and children. Confiscation-in South Carolina. The Union Times prints tho tax receipts for taxes upon 800 acres of land near Jonosvillo, in that county. A city correspondent of the Mobile Heyinter presents the case thus : Planters, Read This. - Cotton to-day is selling in Liverpool at a price that will barely pay hero twelve cents currency for low middlings. More than this. Gortons are offered to bo delivered in Juno and July next at prices equivalent to twelve cents for low middlings. Deduct live to ton dollars per bale to get your cottou to market, and wlmt arc the proceeds per pound to you? Oau you, under the pres ent system of cottoii raising, pay expenses at $40 or $50 per bale? Consider these facts, and act like sane men. Plant less cottou, more corn, more oats, more wheat, more potatoes, more peas, more turnips, more of everything that goes to feed man and beast, and let your cotton be the least of all crops. The writer is no alarmist, but a plain busi ness man. taking practical viewsof things; blit in all seriousness, our State and sec tion is hopelessly ruined unless less cot tou and more breads tuffs are produced. It will prove to bo talk of tho most profitable kind if it leads to the right kind of action. —Macon is getting up a “married folks’ party." No singlo people, of either sex, are to bo admitted. That’s a fair way to retaliate, and perhaps it will bring some outsiders into the ring. -Our exchanges from various partft of tho State report farm work fairly com menced, and tho plows running. Gener ally tho crops of small grain sown last fall aro represented to be doing woll. —A negro woman in Klberlon was com mitted to jail tho other day, on a charge of administering a dose of strychnine in a glass of whiskey to another colored woman, killing her in a few minutes. —Tho Norcrows Agricultural Club has appointed J. T. O. Board, Esq., and Mr. J. R. Hopkins delegates to tho Georgia Agricultural Convention, which meets in Columbus on the 10th inst. —Georgia negroes, on their way to Ar kansas, tell tho people along the route that tho poll tax iu Georgia is ten dollars; and, what iH more to be wondered at, they have found an editor iu Memphis who be lieves it, which tho namo of his paper is tho Aval niche. —Tho Athens Georgian tells n story of a pious old lady near that city, who waH over-persuaded by tho young folk to have a party at her house ; and when tho gay crowd had assembled, what was their sur prise at the advent of a solemn minister, who at ouoo proceeded to preach them a regular sermon of two hours’ length ! Powell has made arraugo- meutH with Mr. Willis, a warden of tho penitentiary, to get from ten to twenty- live convicts to work on tho stroots of Birmingham, free of charge, excopt t ho cost, of feeding and lodging them. —The Mohilo I {eg inter of Thursday, referring to reports which liavo extended as far as this city, says: “The rumors of tho streets or alleys, that (Job For«yth has left this paper, to take charge of another, or for any purpose whatever, aro entirely false. He is temporarily absout, on pri vate business, but that is all. The rost is utterly untrue.” —Tho Morning News of yesterday soys that on Thursday quite a number of citi zens of Montgomery wero summoned to Washington us witnesses iu tho case against Jndgo Bustced. The proceeding against him seems to bo an earnest ono. Wo have heard it whispered that those conducting it already have their affections centered upon his successor, and that Ex- Gov. Parsons is their man. —Tho Tax Rale advertisement of Bul lock county considerably overruns a pago of tlm Union Springs Herald. This is tho third or fourth page advertisement of that kind that wo have noticed iu our Ala bama exchanges within a week. It really looks as if tho pooplo generally wero unn- blo to pay their taxes, and would liavo to submit to heavy costs to savo their prop erty. Thoro must bo u change, or ruin is inevitable. —Tho Montgomery Journal says that tho effort of the Alabama Commissioners to “take West Florida in out of tho wot,” was untaieccsnful, Wo thought that tho report of progress in that direction was premature. Perhaps it was “too dry a test” that the Alabamians offered to tho Florida legislators. Wo have hoard some remarks about the latter, dropped by tlio wayside, that wore not very complimen tary. Tlic 4>iiMi«'s-4'ii*liiiig 4'iinc. Notice lifts recently boon made of tho bill for an injunction filed by Mrs. Myra Clark Gaines against Caleb Cushing. To day Cushing tiled a bill against Mrs. Gaines. He states that in February, 1 SGI, she ontored into a contract with him to pay sums contingent on his success in prosecuting certain cases ; expressed hor satisfaction at the result, and promised to comply with hor contract. Under theso judgments she recovered a largo amount of properly in New Orloans and damages against, tho parties, and by compromise, oto., sho lius recovered large amounts lie charges that by tho express terms of the contracts ho is entitled to a percent age of all property or damages recovered, and she has refused or neglected to pay the same or account to him for his share, except $(500 paid to his attorney, J. S. Whitaker, in Now Orleans. Ho further states that ho has recovered a deod for 1,122 acres of land entitled to patent, and certificates for (51,101 acres, llo therefore (nays for the .statement on account, that she may bo decreed to pay such Hums as may bo due; that sho may bo glad to dis cover what property she has recovered. 4'oitioroitiun Intrigue*. [Cincinnati Commercial.] Washington, Jon. JU.—It. iH reported steps are being taken to huvo Attorney General Williams removed, the object be ing lo secure the place for his colleague. Senator Seott, whoso term expires in a little more than a year from this time, and whoso chances for re-election are uot considered good. Cameron thinks he can have his son-in-law. Way no McVeigh, elected to the place if his political sagac ity bus not deserted him. Scott is a Re publican lawyer, ami has made a fine record in tho Senate as a quiet, hard working man of very good ability, and he would doubtless prove a much better Attorney General than any one of tho gentlemen whom Grant has discovered for the place up to tliis time. For some reason or other Cameron has recently taken a dislike to Douglass, Commissioner of Internal Revenue, and if he unites with Benjamin Butler in de manding Douglass's removal, as it seems probable that he will, the official life of the hitter gentleman will doubtless soon come to an end.
