Thursday last, on the bill to regulate rail

but 75 cents in packet is a much

Confederacy’s purchasing tho whole crop
with its Treasury notes, which notes
should servo as a currenetj fur tho people,
It maintained that cotton was just at
good u basis for such a currency a*

with its attendant ovilH of demoralisation

This policy found an early and able
advocate in tho Into Hon. Hines Holt,
who, in 18(11, ran for tho Confederate
CoiigrosH in tills District upon that issue.
There was, wo boliovo, no round of stump
discussion in that canvass botweon Coi.
Holt and his able ami popular opponent ;
but Col. Holt, in communications to the
ENguniBii, made hin advocacy of that
policy hiH chief claim to tho support of
the people, and tho people of tho District
sustained him by a handsome majority.
Ho remarked to us, after tho contest wan
over, that it wiih tho popularity of that
proposition among the pluntors which
cured his olnotiou. Hut the question i
not taken up olsowhore as tho important
one to ho docidod by tho people, and tho
conscqueuco was tho majority of tho
Congressmen did not fool instructed to
support this policy, and it was never car
ried into effect. Whether tho subsequent
condition of tho Confederacy, in tho army
ami at home, ns truthfully and feolingly
descriLed by Gon. Johnston, was due to
a failure to adopt tins moutuiro, wo leave
for tiio reader to judge for himself. Wo
only desire, in this article, to supplomeut
Gon. Johnston’h narrative with a remi
niscence of a contest in this District, re
sulting in its people sustaining a policy
which, Gen. Johuston thinks, would have
saved tho Confederate Government from
overthrow and tho pooplo from bank
ruptcy.

your readers his Hirst impressions, which

gaged iu illicit distilling—no reflection is
intended against the Ashville papers—to
frustrate a raid that lias been in soak by

it is unnecessary to add, that up to this
time it had full effect.
From a conversation with uu intelligent
revenue officer, i think the excitement
will hood abate. ■ —

tion to tho “groaning and quaking" of
the mountains—that it is (Lie State of
Huuoonibo despairing over consolidation.
This is certainly a plausible theory, for
