Holt, in communications to the ENguniBii, made hin advocacy of that policy hiH chief claim to tho support of the people, and tho people of tho District sustained him by a handsome majority. Ho remarked to us, after tho contest wan over, that it wiih tho popularity of that proposition among the pluntors which cured his olnotiou. Hut the question i not taken up olsowhore as tho important one to ho docidod by tho people, and tho conscqueuco was tho majority of tho Congressmen did not fool instructed to support this policy, and it was never car ried into effect. Whether tho subsequent condition of tho Confederacy, in tho army ami at home, ns truthfully and feolingly descriLed by Gon. Johnston’h narrative with a remi niscence of a contest in this District, re sulting in its people sustaining a policy which, Gen.
