We find at this tiino that ho is bittorly opposod by jonrnals liko tho New York Herald, on account of his persistency in advocating that financial policy, which mods with bo little favor among tho capitalists of the East. Judge Kelley has never believed inflation remedy for the hard times that arc on 1 but it will be romombored he wan tho first public man to advocate the equilibrium to lie obtained by interchangeable bonds. This was last fall; and had his policy been acted on at onco, tho present stringency would have no existence. His idea brief ly was this : In the spring money drifts the great business centres like New York, and having no legitimate employment, it is drawn into the channels of speculation, and in such channels it was found locked last fall when needed to tnovo tho crops and for proper ontorpriso. The prosont system makes tho money market uncertain, and places it in tho powor of a few men in Now York to block all tho nvonnos of trade. Tho Govern ment should interfere, and legislate so as oquali/.o tho demand and supply of money. This con only be done by mak ing tho Unitod Stales bonds interchange- ublo for a ctirroncy at tho depositories throughout the country. The effoot would be to invest the curroncy in bonds in the spring, and thus keep money out of stock ventures by guaranteeing it a reasonable por cent., and by giving tho currency back for tho bonds when fall came and money w as neodnd for the business of the country nt tho timo. This plan has struck us ns wise and safe, and we| hoped it would be carriod out. When tho resolution was road at tbe Clerk's desk, Gon. Toombs, who was just leaving the hall, stopped, and turning around, addressed the Presi dent os follows: Mr. President—I desiro that this mo tion shall he discussed and disposed of ut once on its merits, and to that end I move to umond tho resolution by striking ont the word “reqnont" nnd inserting in lieu thereof the word “instruct," uud I desire to be beard on my amendment. At that time Goneral Toombs was a Brigadier General uud had just returned from the nriny. lie was dressed in a full suit of citizens' clothes, but hud a mili tary short cloak thrown over ono of his shoulders, and hold his hat in hiu hand. If the Constitu tionalist has anything except its imagina tion to support its suggestion that Mr. Stephens “broached" .the plan of a Con federate curreuoy based upon cotton pur chased by it nnd hold for its redemjitiou, prior to Juno, 1881, let it givo us the oxact date,and it will then be timo enough for us to soo whether wo cannot find that tho Enquirer advocated it oven earlier.
