Judge Kelley has boon a sludoat all his
life, and there is no man better qualified
to givo an opinion on oar indaatrien and
finances than ho. We find at this tiino
that ho is bittorly opposod by jonrnals
liko tho New York Herald, on account of
his persistency in advocating that financial
policy, which mods with bo little favor
among tho capitalists of the East. Judge
Kelley has never believed inflation
remedy for the hard times that arc on 1
but it will be romombored he wan tho first
public man to advocate the equilibrium
to lie obtained by interchangeable bonds.
This was last fall; and had his policy been
acted on at onco, tho present stringency
would have no existence. His idea brief
ly was this : In the spring money drifts
the great business centres like
New York, and having no legitimate
employment, it is drawn into the channels
of speculation, and in such channels it
was found locked last fall when needed to
tnovo tho crops and for proper ontorpriso.
The prosont system makes tho money
market uncertain, and places it in tho
powor of a few men in Now York to block
all tho nvonnos of trade. Tho Govern
ment should interfere, and legislate so as
oquali/.o tho demand and supply of
money. This con only be done by mak
ing tho Unitod Stales bonds interchange-
ublo for a ctirroncy at tho depositories
throughout the country. The effoot would
be to invest the curroncy in bonds in the
spring, and thus keep money out of stock
ventures by guaranteeing it a reasonable
por cent., and by giving tho currency
back for tho bonds when fall came and
money w as neodnd for the business of the
country nt tho timo. This plan has struck
us ns wise and safe, and we| hoped it
would be carriod out. Tho merits of the
mis-cuilod iuilnliou scheme we liavo not
studied carefully, but wo are satisfied of
its necessity and wisdom—first, from the
fuct of tho Southern and Western mem
bers supporting it; and second, bocauso
wo liavo a sublime faith iu tho wisdom
and financial ability of a man who is as
able as he is independent nnd honest.

maintained its strongth and supremacy in
the face of its highhanded mode of deal

Simmons', with llioir implied sanction of
official intermeddling in Stnto oloctions,
tho Jayuo blnckmuiling, and tho Sanborn
contracts, liavo proved too groat a “loud.”
Tho Republican pnrty is staggering, and

Connecticut, iu 1872, gave Grant 50,-
088, and Greeley 45,880 votos. In 1878,

visional Congress commenced its last ses

ber, this cotton project catne up for dis
cussion. One morning tho Hon. Walker
Brooku, of Mississippi, moved a resolu
tion that tho Committee on Finance be
requested to inquire into tbe practicability
of reporting a bill requiring tho Govern
ment to advance money to cotton planters
ou their crops, and to take tho cotton ad
vanced to ship abroad or to soil in order
to raise money. When tho resolution was
road at tbe Clerk's desk, Gon. Toombs,
who was just leaving the hall, stopped,
and turning around, addressed the Presi
dent os follows:
Mr. President—I desiro that this mo
tion shall he discussed and disposed of ut
once on its merits, and to that end I move
to umond tho resolution by striking ont
the word “reqnont" nnd inserting in lieu
thereof the word “instruct," uud I desire
to be beard on my amendment.
At that time Goneral Toombs was a
Brigadier General uud had just returned
from the nriny. lie was dressed in a full
suit of citizens' clothes, but hud a mili
tary short cloak thrown over ono of his
shoulders, and hold his hat in hiu hand.
Ho was in tho prime of physical man
hood and intellectual strength, and never
looked more impressive uml commanding.
Standing by his ohuir (desks were not
nsod in tho Provisional Congress), ho at
ouoo addressed himself to tho sulijact.
Though it was a dry one, he garnished it
around and about will) tlio most thrilling
and eloquent Inngungo. Laying down
his opposition to uuy, measure looking to
lending tho public credit to the privute
citizen, lie rapidly reviewed the conse
quences which had followod #uoh meas
ures in all couutrics whore the experi
ment had boon mado. His speed) did
not occupy inoro than thirty minutes, but
it impressed the writer of theso lines,who
has hoard some of his ablest efforts at tho
bur, in tho Senate uud on the stump, that
it wus tbe boat effort of his life.
Referring to the statement that cotton
was tho Btreugth and backbone of the
Confederacy, he closed somewhat as fob
lows : “But a few mouths since we wore
told that 'cotton was king,’ and that at

amended failed. Tho Provisional Con-
gross passed upon tho cotton project and
disapproved it. Efforts were made to re
suscitate it in various shapes, but thoy
nover amounted to much.

on Mouday, may be regarded as deter

Johnston’s opiuion of the policy
that would havo saved tho Confederacy,
by showing that it had advocatea in tho
ourly Htngo of tho war; and second, to do
justice to tho momory of a dooonsod
friond, tho into Hon. lliues Holt.
But ninco the Constitutionalist jiits its
“imagination" against our memory, wo
will now stnto that Col. Holt strongly
advocated tho purchase of tho cotton
crop by tho Confederate Government,
with its Treasury not os, in communica
tions published in tho Enquirer on tho
llth nnd 12th of Juno, 1881, and ho sub
sequently ran for Uougrosa and was
oleotod upon this issue. If the Constitu
tionalist has anything except its imagina
tion to support its suggestion that Mr.
Stephens “broached" .the plan of a Con
federate curreuoy based upon cotton pur
chased by it nnd hold for its redemjitiou,
prior to Juno, 1881, let it givo us the
oxact date,and it will then be timo enough
for us to soo whether wo cannot find that
tho Enquirer advocated it oven earlier.
