OPINION AT THE CAPITAL.
Southern Clnlmn-Civil Right* Dead
for ftheffenalon—The President Op*
pone* the Civil Right* Bill.
Washington, May 28.—The Star says,
regarding tbe bill which includes over a
thousand names: “It is quite probable
that the bill which passed the House some
time ago for the payment of the awards
of the Southern Claims Commission will
not be acted upon by the Senate during
this ee<i8ion of Congress ; even on claims
which may be considered doubtful, ow
ing to tbe near approach of tbo close of
tbe session.
Ono of the most ungenerous fi-a'iires
of this delay is that inr st of the claimants
are uow struggling with the 11 lod.
It is understood in well informed cir
cles that the Civil Rights bill is dead for
this session. The influence of the Presi
dent is supposed to be against the bill.

—The Atlanta Ueruhl says of the State
aid business : “The last Legislature re
pealed all the acts granting Stuto aid to
various railroads in Georgia, except those
that have obtained vested rights. Among
the roads excepted from the operation of
the repeal is the Memphis Rrunoh rail
road leading from Rome out iuto the
coal and iron fields of Georgia and Ala
bama. Governor Rruilh a day or two ago
granted the endorsement of the State to
this road for the first section of five miles
just completed. The State’s endorsement
was given to $321,000 of the road bonds,
or one-half of the aotnal cost of the cjd-
struction of the live mdes. Tho company
complied with the present rigid exactions
of the law. Tho road cost a little over
*12 ,000 per unlo. It taps tho finest
mineral region if tho South. The Gov
ernor made the closobt sort of on inves

taining absolutely that the law was fully
complied with. Under the present rigid
law', and with the close care of Governor
Smith, Htnto aid will bo a very limited
