We have been vainly cogitating over

appointment. But the problem is too
deep for us. We await the eluoidation of
others.
In our judgment, muoh of the preva

in this oountry—Federal as well as State—
is dee to the foot that men are not select,
ed for official positions with n view to
their peculiar qualifications or “ training"
for the duties whioh they have to dis
charge, but rather on aocount.of their
prominence or services as party politi-
oiane. If the man is an effective stamp
speaker or a successful manager of politi
es! contests, be ie deemed equally fitted
for the Supreme Court Bench, a foreign
mission, the Postoffioe Department, or
•ay. of the Bureaus whose relations
ere with some branoh of the indus
try of the country. In this very case,
Goa. Grant last year thought that Bristow
was the very man for the office of Attor.

not see how legal ability can afford any
guaranty of hiseffioieuey in snob a posi
tion. Should embarrassing legal ques
tions arise in the administration of his
Department, it is his duty to consult the
Attorney General, the law officer of the
Government, in reference to them, no
matter how good a lawyer he may himself
be. Blit there is no Government banker
or merohant to oonsolt in the event of
his being bothered about financial or
wa arc lal complications, and this seems
to be • vary good reason why lawyers,
should not be eboaen to administer the
other Departments of the Government.
Gen. Grant .-hes taken one step towards
reform in this direotion. He has all the
Mote baden army officer as Seoretsry of
War. Being a soldier himself, he readily
oomprehended that the most ominent
lawyer, or banker, or merchant, was not
as well qualified for t/iie position os tn
educated and experienced soldier. We
suppose that he perooived quite aa readily
that a soldier, or a banker, or a merohant,
would not do for. the position of Attorney
General, and therefore ho has all the time
had ,» lawyea in that office. Now, is there
any reason why this standard of peculiar
qualification should not apply to every
Cabinet position ? Let it be adhered to

we shall have leee ef ibcompotency in the
administration of affairs of Government,
and a real reform, in comparison with
whioh the “oivil service" humbug is a
man bubble.

doubts will vanish. Others object to the
time, thinking candidates should be
pleead in tbs field immediately. Upon

learned that it was more probable I would
secure s quorum at the time appointed,
then et an earlier dey.
Again, it was thought that • effort, ac
tive campaign wonld bs more effective
than e long, tedious one daring thm ram
mer months. The executive oommittee
also desire, while advocating the osoee of
no aspirant for the offices and honors of
the party, to so shape their eotion end
that of the petty aa to give no cause of
offense to any one. Hence they thought
that simple justice required that the call
should be mede, so that all parties, those
present and those absent on duty, should
at least be placed upon an equal footing.
This will pveventa chiauis and jealousies,
and was necessary for the harmony and
prosperity of the party.
I hope this simple explanation will eon-
vinos all onr friends of the wisdom of
our eotion, for we are ooking only to the
success of our cause and the welfare of-
tha State.

small detachment of United States sold

creek, between Fort Sill and Fort Rich
ardson, outside of the reservation, about
three hundred Indians encamped. They

was somewhat injured by rust and drouth
at beading time, but this stop is still
muoh larger than nmal.
The wheat orop of Northern Georgia ie
fine, end in every motion greater than
that of list year. In the greeter pert of
Cherokee Georgia it promisee to be the
finest ever reaped.
The corn orop in many parts of North
ern Georgia Ie now suffering for went of
rein, but the hope ie entertained that
good seasons will still secure • fair yield.
