Views of Clistlee Francis Adams.
Washington, June 8.—Charles Franois
Adams, in e letter to Gen. Windom, ex
presses in the light of his experience as
Erie Boad Commissioner, his diamHafao-
tion with both the MoOrary bill to regu
late transportation by rail, as going a
great deal too far, and with Mr. Win-
dom's suggestions of a simple measure
for investigation, whioh doesn't go far
enough.
Adams does not believe it possible for
any nine men, no matter bow honMt and
experienced, to properly revise all th*
running railroad tariffs in th* United
States ; and even if they eonld, teat they
would not be able to reaoh the root of tbe
present difficnity. Tbe diflloulty is e nat
ural outgrowth of the whole system and
theory of railroad eonstruotion, and it
oannot be eradicated without an upheaval
of the system that private ownership shall
be regulated by competition.
