that Calvin Goodloe will be appointed
Collector of the port of Mobile.
The Montgomery ledger has suspend
ed publication for two or throe weeks, on
account of the failure of those indebted
to settle their accounts. The proprietor,
Mr. Reiser, promises to resume as soon
as ho can arrange some of his private bu-
hiuoks, which will be in a short time.
Tint negro witnesses against the Grant
parish prisoners, at New Orleans, bought
in that city and took home with thorn six
ty stand of arms. This after testifying
that tho negroes of tho parish were “peace
ably" assembled when attacked by tho
prisoners and others!
Tine Atlanta correspondent of tbe Au
gusta Chronicle says : “It is reported that
the gold exoitemont in North Georgia is
purely seusatioual—instituted for tho pur
pose of making sales of gold lots and
unprofitable mines. This is, however,
only a rumor."

Gen. Robinsou, in a speech made, at the

H. B. Claflin «t Co., of Now York,
have recovered $1112 from tho Western
Union Telegraph Company, un account of
a mistake made in the transmission of a
dispatch to ouo of thuir traveling sales
men. By this mistako tho lottor A, des
criptive of a quality of goods, was sub
stituted for D, an inferior quality, and tho
salesman sold a largo lot of A at the price
for D. Tho company plead that tho dis
patch being in oypor, they were not re
sponsible for the mistako, but this ploa
did not avail.

Tho loss of tho appropriation may indeed
prevent the employment of a commission,
at high salaries, to make rules or exami
nations. But these aro not what tho
country wants. It simply wants honest
and capable men appointed to fill all offi
ces under the Government, and tho loss
money is used in offoetiug this reform the
better.
The season for commencements is on
us, aud we are honored by many invita
tions to attoud the doting exercises of
semiuarios, colleges and academies, all of
w hich we would gladly uooopt wore it pos
sible. It will afford us pleasure to pub-

wo do not think it wise, or business like,

atory of certain institutions of learning
which wo reeeivo: not that they may not
be accurate and well-deserved, but our
correspondents should remember that
such productions advertise tho iustitu
tions, and therefore should be paid for
like any other business transaction.
A corrospoudeut scuds us a long ac-
oouut of the (.'ommoucement of tho Park
High School of Tuskegee, Ala. It was a
“grand success.” The school is full,
showing that iu spite of tho hardness of
the times, tho people appreciate tho val-
uo of a good education. The examina
tion was severe aud varied to dispel the
snspiciou that the pupils were previously
specially iuatructod iu the parts
which they were questioned. They stood
all the tests admirably, showing thorough
training and closo application. The peo
pie manifested great interest in this
school. They appreciate Mr. Park so
highly that nothing could induce them to
part with him. lie has an admirable and
accomplished assistant in Mr. S. A. Reid,
au honored graduate of the Y Diversity
of Georgia. A number of Georgia chil
dren attend the Park High School.

concerning some of the corruptions, pec
ulations and usurpations of Gov. Mooes
of South Carolina. Our telegraphic dis
patches contained a simultaneous allu
sion to this correspondence. The expo
sures of Moses’ mis Jeeds are chiefly inter
esting because they show that Radical
aud negro rule in the South grows worse
as it tightens its grasp by continuance in
power. We thought that Bullock had
outraged law, honesty and justice to the
full extent that even au Executive sup
ported by bayonets from without and by
an ignorant rabble at home could possibly
go, and the people of Louisiana think
that they have in Kellogg’s usurpation
and tyranny the very consummation of
despotism and rascality. But it seems to
have been reserved for F. J. Moses, Jr.,
Governor of Booth Carolina, to eclipse
them both.
We make some extracts from the Times'
letter :
Every interested statement to the con
trary notwithstanding, it is now definitely
settled that F. J. Moses, Jr., will be a
candidate on tho Republican ticket for
re-election as Governor of tbe State of
South Carolina. It is also stated by all
classes of politicians that should* ho run
there can be but little doubt of his suc
cess. Huch being the case, it may be
well to explain to tbe Republican party of
the North what manner of mau F. J.
Moses, Jr., is. That he boasts of having
hauled down the American flag
from the walls of Fort Bumter,
and that be is openly charged
with all sorts of crimes, is well known to
newspaper readers throughout the oouu-
try. Of his recent iudictment for mal
feasance in office and grand larceny
much has been written, but as yet tbe
whole truth in relation to the matter has
never been laid before the public. From
Major Charles W. Butlz, the Btste Solic
itor, who prosecuted the Governor, and
who is most intimately acquainted with
tho wholo case, tho following plain and
unvarnished statement is derived:
[We gave a compendious statement of
this case yesterday. In addition, the
Times' correspondence affords this reason
why Moses, after promising to stand a
trial at Orangeburg, changed his mind
and treated the authority of the court
with coutempt: He exacted, when he
made tho promise, that his nogro tax col
lector, Humbert, would be convicted of
larceny und sentenced to the penitentiary,
and he know that uftor this Humbert
could not bo a witness against him ; but
the Htate Solicitor, understanding this
little trick, determined io hold up on the
proHooution Against Humbert and allow
him to turn State's evidence against Mo
ses. Tho latter, when advised of this,
changed his mind and determined not to
appear at Orangeburg to stand a trial.]

POWER.
Among tho many charges brought
against Moses, one of the most serious is
that his misuse of the oardoniug power
amounts almost to criminality, Tho ex
ercise of this power in favor of convicts,
to tho extent Moses has carried it, has had
such an injurious effect on the evil-dis
posed portion of the community that they
commit the most serious offenses with no
four of punishment. At the same time it
ban more than doubled the expenses of
the courts, giving the tax-payers juat
cause for complaint.
Iu tho Charleston Circuit alone, since
tho 1st of January, 1872, the conviotions
and pardons have compared as follows :

“robber Governor," by the influence
which he can exert with a few unprinci
pled leaders, hopes to control the black
vote of the State and secure his re-elec
tion to the highest position in the gift of
the people of South Carolina."
THE CHATTAHOOCHEE BILL.
The Hon. Riohard H. Whitely, who
haa taken so mneb interest in getting the
Chattahoochee Appropriation Bill through,
writes ua that the amendment as reported
by the Senate Committee on Com
merce, “will, in his opinion, be
allowed by the Senate and concurred
in by the Honae.” We have bad an
intimation of tbe condition of the bill,
tbrongh our press dispatches, but the
opinion of Mr. Whitely reassures us of
auooeca. There oan be no donbt that oar
City Council have acted wisely in calling
the attention of Congress to the Improve
ment of the Chattahoochee, and that the
result will be a permanent good to Co
lumbus. We shall watch the result anx
iously, though we feel already certain of
success.
Thx “Civil Rights" agitation has had a
great effect in arousing and uniting the
Democrats of Tennessee, and in driving
from the Radical ranks many hundred
white men in tbe eastern part of tbe State.
It is now confidently said that tho election
in the fall will show a great political
change. Instead of three Democrats and
seven Republicans, as tbe Congressional
delegation is now divided, the Domocrats
count on electing seven at least. They
also expect to seoare the Legislature and
a Democratic United States Senutor in the
place of Brownlow, who will not die, but
whoso term will expire next March. All
the Tennessee Radical Congressmen, ex
cept two, oppose the Civil Rights bill, but
they oan not blind the people to the faut
that it is a Radical measure.
Mb. H. L. Swift, of Geneva, N. Y.,
informs the New York Tribune that he
again aaw, on the night of the 10th inst.,
the eomet discovered by him. He says
that it is apparently moving southward
towards the sun, and iu a clear night can
probably be seen with the naked eye. It
was a hazy night when ho saw it, but a
tail and nucleus were plainly seen.

tho moat outrageous aud notorious of hia
pardons was that of a noted law-breaker
numod Beujamiu llernaudoz. This man
was tried on one of seven indictments
pending against him at tho same time,
couvictod, and sentenced to two yoara’
imprisonment. An appoal was taken, and
whilo this was pending, according to the
lottor before us—

aud whilo staying at the house of Gen.
Wm. Gurney, iho proseut County Treas
urer, aunt for Heruuudez tuid gavo him to
understand that tho protection of the Ex
ecutive would always bo with him, no
matt or what liq might do, aud at the same
time, with his owu hand, prepared aud
delivered to him the following commis
sion, written ou u small sheet of noto
paper:

with the pay of $75 per mouth, to hold
office during the Executive pleasure.

After a whilo, Hernandez becoming
troublesome and exaotiug, Moses instruct
ed that he be denied admission to the Ex
ecutive office; but Hernuudez forced his
way iu and had to be arrested, from which
nrrust Moses not only released him imme
diately, bui gave him an order on the con
tingent fund for $G00. Ascertaining that
this fund had boon exhausted, Hernandez
sont Moses word that ho must have $000
iu money, or he would whip the Gover
nor before leaving Columbia ; and Moaea
gavo another order to pacify him. Mr.
Gurney of Charleston, upon whom the
order was drawn, refused to pvy it, and
lleruandez drew a pistol on him, for which
offense ho was sentenced to three years’
imprisonment. Moses then sout for So
licitor Butt/., and asked biiu to consent
to the pardou of Hernandez, assigning as
a reason that ho ^Moses) wished to silence
a Democratic paper that was every week
charging him with crime, and that the
pardon of Hernandez would enable him
to do this. The Solicitor refused, but in
two days afterwards was surprised to learn
that the Governor had pardoned Hernan
dez, which pardon was quiokly followed
by the suspension of the obnoxious paper,
the editor of which was appointed to a
fat office ! The letter concludes:
“In this way the proper reepeot for the
law is lost, and it is with the utmost diffi
culty that oriminals oan be made to fear

History of Columbus
From its First Settlement in 1827, to the
Wilson lxaid, in 18G5, compiled by John
H. Martin.
The undersigned proposes to publish, in a
volume of 150 or more pages, a work under
the above title, covering the period from the
selection of the locality for a “ trading town,*'
in 1827, to the capture and partial destruction
of the city by the Wilson Raid, in 1805.
The incidents will be derived mainly from its
newspapers, which will be gleaned for this
purpose with much care. It is believed that
most of our citizens would like to have such
incidents in this compact and convenient form,
and will encourage the undertaking to the
extent qf the small amount asked for the work.
Each chapter will contain short biographic
cal sketches or notices of the principal citizens
mentioned in it, who have since died. The
volume will also embrace full information
concerning the churches, factories, dec., now
existing.
We do not propose io publish this compila
tion with a view to making money, as the
small price asked for it will show. Rut at
the same time we do not want to lose money
by its publication, and therefore we wish to
limit the number cf copies printed to the de
mand for the work. Wit A this object in i
we issue this prospectus, inviting those who
desire copies of the volume to send in their
names.
The price will be one dollar per copy for
a pamphlet bound volume, printed on pape
like the specimen sheet issued. A small
number of copies will also be issued on a su
perior article of paper for $1 30 per copy,
Payable when the work is delivered, which
will be some time next Fall.
