informed of the existence of a “league"
among the negroes of that oily to make
an armed raid on the drinking hhIoudh,
soda and refreshment atanda, Ac., on the
*th of July, as a practical way of enforc
ing their “civil rights.” On that day
there ia to be a grand parade and proces
sion of the oolored militia, and it waa
supposed that this orgauizaliou would be
irresistible. It alao understands that tho
Stale authorities got some inkliug of
these designs, and stopped the furnishing
of arms aud the supply of ammunition,
with a view of thereby preventing the
riot. The Picayune advslea the owners
of the establishments named to close
them on the tth of July, and tho people

Chronicle a sketch of the address doliver-
ed by Ex-Gov. Charles J. Jenkins, on the
23d ult., before the Phi-Beta-Kappa Soci-
sty of Union College at Soheneotady, N.
Y. Its eubjeot was the Civilization of the
nineteenth oentury, particularly the
Amerioan type. Gov. Jenkins cursorily
reviewed the vast progress in science and
tbs arts made during the last fifty yoars—
the period of his maohood. He took duo
notion of the astonishing developments
and Improvements of thia period, but
waa foroed to the couviotion that the
United State* as a people were fallen, aud
wero now retrograding from the standard
and arteria* of tha human system, is fanci
ful, but not accurate. Ufa oouateraet* tha
philosophy of inanimate nature; tha dead
band wears away by friotion, but inereaaea
in size by tbs same means when endowed
with life. Salt Lake has no tides, and no
life, because its density preeludes it.

broke, Ky., propounding a number of in
quiries pertinent to the Stephens and Bill
controversy, and expressing his own opin
ions In rafereno* to the Conscript law and
other measures of the Confederate Gov
ernment. Our correspondent will please
excuse us. The controversy between tha
principals in this dispute ha* disappoint
ed the expectations of tho public, and wo
have been constrained to oondense aud
trim it as much aa possible for our col
umns. We do not wish to revive it, or to
introduce new matters of controversy,
especially when they relate simply to the
expedieney or authority for measures now
beyond the reach of remedy or reoali.
But our correspondent makes on* in
quiry in reference to a matter not alluded
to in the Stephens and Hill oontroversy,
upon which we oan perhaps givo him
light. He inquire* as to “tha pveeia*
disposition made by tha watohful states
manship of the Confederate Congress of
the coin tbst waa in the possession of the
Confederate authorities.” Major Mi
Confederate Commissary, answered this
question through our columns, two or
three years ago, in reference to the bulk
of the ooin on band at the time of the
desertion of Biobmond by the Confeder
ate authorities. It was brought by a oom-
maud to which Major Moss* waa attaefaad,
and in his oharge, to Oeorgia, and in the
eastern part of this State, after a portion
of it bad been need in tho purohaae
of supplies for the suffering soldiers
aoomnpanying it, the balance was
surrendered to the Federal military
authorities—at Augusta, we believe. Ma
jor Moaaa has the papers to show thia.
Whether the coin surrendered to the mil
itary officers of the Federal Government
ovor went into the Treasury of the United
States, Major Moses ounld not Inform us,
nor have we over seen any official state
ment answering this question.
There is not the slightest reason for
the suspicion (which wo infer that our
correspondent harbors) that any of this
ooiu ever stuck to tho fingers of any offi
cer of the Confederate Government 'OS

UKN. GORDON AND “CARPET-
BAO" BPENCER.

As various accounts of the difficulty be
tween Gon. Gordon, the Senator from
Georgia, and Spencer, the oarpst-bagger,
who, through fraud and villiany, enjoys
the right to misrepresent our sister Stale
of Alabama iu the Senate, has been going
the rounds of the nowsnaper press, a
Herald reporter, learning that Geu. Gor
don had returned to bis home, called up
on him uud gathered the following atate-
ment of facts iu referenoo to it:
Gon. Gordon received a lotter from
lion. John Forsyth, of Mobile, request
ing him to sco that the bill lor the re
moval of Ids disabilities be taken up and
passed. The bill had boon reported on
favorably by tho Committee, but under
the rules of tho Senate oould not b* taken
up exoopt by unanimous consent. Gen.
Gordon called it up, not supposing that
there oould be any one who would ob-
jeot. He was mistaken, bowevor, for
whun it was called Spencer said, “1 ob-
joot.”
Gon. Gordon, who was sitting noar
Spencer, aaid to him :
“Spencer, why ia this; what objection
can you have ?"
Ho replied :
“D m him, I hats him. IIo has
abusod me in tho columns of hia paper,
oalling me earpet-bagger, thief, blaok-
guard, elo., and 1 intend to give him
something to bate me for."
The General replied, “Spencer, I am
astonished at you ; you certainly do not
intend to bring a personal grievance into
the Senate of the United States and al
low your hatred of an individual to con
trol your vote. If I had a personal ene
my, similarly situated,I would take pleas
ure iu being the first to rise and show
him that 1 was above such paltry vin
dictiveness."
Bpenoer said, “That may Buit you, but
it ia not my way of dealing with an ene
my."
The General replied : “Well, Spencer,
we will nut discuss the matter—you and 1
have different views. But I give you fair
notice that I intend to pas* thia bill be
fore the day is over."
I u less than half an hour afterwards,
amid the confusion and pushing and hurry
to get bills through, the General got Car
penter to recognize him, and Hpenoer,
who waa cither absent or not paying at
tention, failed to hoar the bill called. It
was road, and Carpenter, the Preeident
pro tern., said: “If there is no objeotion,
the bill will be considered read a third
time and passed."
The General then took it, carried it to
the House, had it enrolled, and brought
back and signed ; aud when it waa an
nounced, Spencer jumped to his feet and
moved to have it reconsidered. Geueral
Gordon at once offered to allow him to be
heard, if he would state publicly bis res.
sous for objecting ; but Carpenter cut off
further debate by announcing that “it
was too late, aa the bill had been enrolled
attained in th* earlier period of our bis _

Harris oounty, (ia., writes uoder tho notn

tainty. There is a tide in Belt Lake, just
aa there would be a tide in a thimble, but
this is not duo to the chemical qualities
of tha water, but rather to tho rotary
motion of the earth and the moon's
notion. To use the name illustra
tion, a thimble full of water wealth
partake of the rotundity of tho earth,
and ao the aatne quautity of wator, freah
oraalt, would be influenced by ita tidal
laws. Still the rise and fall iu Balt Lako
is hardly appreciable, being only iu pro
portion to ita area and volume. Our
correspondent's theory, that the subtera-
naan oerrents correspond with the viens
himself to fovor heat, said :
“I will go to the President of the Uni
ted States aud stop it then ! ”
Geu. Gordou said nud “so will I go to
the President,” aud at onoe disappeared
following Spencer, who rushing up to
where the President was signing bills,
surrounded by tho Cabinet and a number
of Senators wl»o had followed to see the
fun, and said :
“Mr. Prthident, don't aign the bill for
tho relief of John Forsyth, for ho is e
scoundrel. ”
Gon. Gordon, who was so full of laugh-
tor as Hcurooly to bo able to control him
self, said: “Mr. President, it is ouly a
personal spite, sign tho bill."
The President by this time compre
hended the situation, looked up and smil
ing blindly, said, “gentlemen, save your
selves farther trouble, the bill is signed."
Poor Speuoer was whipped, and turning
fiercely ou Gordon, he said to him, “1
shall hold you to a personal aocouat, sir,
for this conduct. I have always treated
liobelx courteously but you can r t run over
rue, if you did fight in the war."
Tho Genoral, who was in tho best hu
mor imagiuablo, said, “Spencer, calm
your troubled snirit, don’t let us fight be
fore the Presideut, oomo outside," and
left “the presence” closely followed by
Sponoor, who continued to reiterate his
determination to be revouged, but the
Genoral ouly replied, “Speuoer, you are
joking, I know you are in fun."
“No, I am not, sir, and yon will see."
Whereupon lien. Gordon told him,
with a resolution which he understood,
“This thing has gone far enough, and if
you realy mean what you eay I am
you that you can bear from me whenever
I am called on."
