Meeting.
Quite a number of leading mercantile
houaee were represented in tbe meeting
held last afternoon at five o'clock in the
Oouneil Chamber.
It being an adjourned meeting, A. V.
Boatrite resumed the ohair, and G. J.
Peacock was secretary.
Tbe oommittee cf seven submitted
through their chairman, H. W. Verstills,
nearly the same report whioh waa aynop-
ized last week, and in addition requested
Major Allen to reed the constitution and
by-laws whioh they had agreed npon.
This constitution, Ac., ia that with some
change*, of the defunct Board of Trade
of several years ago, whioh was carefully
compiled after an examination of various
•imilar documents from other oltlea.
The name selected ia the “Chamber of
Oommeree, of Columbus, Georgia.” The
constitution provides for a President, a
First and Heeond Vine-President, and a
Secretary and Treasurer. Tbe latter get.

noally. Monthly meetings and special
ones are provided for.

The following standing committee* are to
be elected annually: A Corresponding and

a Committee on Arbitration and Awards,
of five members, and a Oommittee of
Appeals to oocsiat of tbe same number.
The constitution regulates the mode* of
arbitrament and appeals, and the respec
tive duties of each oommittee,
and the mode of selecting new members,
the dues required—whioh are small—and
the reporting of markets, settling dis
putes and other matters. The initiation
fee is *2—i$1 for additional membera of
a firm.
Maj. Allen, in an able effort, showed
what Columbus had lost in trade by
not concentrating her business talent
and energoiea in auoh an idhtitution aa
waa now desired to be established. The
Montgomery and West Point Railroad
had gone to West Point, because of the
apathy of Columbus in not aiding in Ita
extension when it waa offered us from
Chehaw and again from Auburn. Golum-
bns lost also the road to Eufaula by simi
lar indifference, and other enterprises—alt
for tbe want of a combination of inter
ests in buaineas cirolea.
The want of such a body haa ores tod
confusion and disorder in trading mat
ters and demoralized the buaineas of the
oountry. It was the amalleat part of
such a body to furnish market reports.
That was essential, but the main object
was to direct public opinion, concentrate
our business intelligence and combine to
gether for tbe advancement of the city.
He regretted that so few of the old mer
chants of the city were present. Many
of them had, however, been a drag on
the city, and favored no enterprise they
could not control.

The oonatitution and by-laws were
adapted, with the reservation that some
alight ohangea would be made at the next
meeting.
The election of officers waa postponed
until next meeting.
It was resolved that when the meeting
adjourn it adjourns to meet in Council
Chamber next Monday at 5 p. m.
The committee of seven was continued
with instructions to use their best en
deavors to aeoure the oonsent of all mer
chants to become members and attend
the next meeting.

Allen, H. W. Verstille and G. J. Peaoock,
were appointed to revise and engross the
oonatitution.
Adjourned to meet next Wednesday at
5 p. m. in Oounoil Chamber.

and doeility that are certainly phenom
enal.
—Somebody has been summing up the
fate of kings and emperors, aa follows:
Out of 2,540 emperors or kings, over G4
nations, 229 wore dethroned, 64 abdica
ted, 20 committed suicide, 11 went mad,
100 died on the battle field, 123 were
made prisoners, 26 were pronounced
martyrs and saints, 151 wera assassinated,
were poiaoned, and 108 sentenced to
death. Total, 963.
—The steamer Farley left yesterday.
The New Jackson is due Friday. River
oottou has Dearly played 'out, though the
growing crop is represented as unusually
good.

and CSS females. Those unable to read,
if there are any suoh, have not been esti
mated.

Montgomery for
Trial.
For many months registered letter* in
this sootion have been received minus the
money they were said to contain. Spe
cial postal agents Clark of Montgomery,
and Henderson, of Balttmofe, hsve long
been trying to unravel the mystery, but
without sucoess, for they knew not whom
to suspeot. Patienoe and constant watch
ing have at last succeeded, and they have
nabbed their man.
Yesterday morning the agents tele
graphed from Montgomery to Postmaster
Johnson to detain, on his arrival on the
10:30 train, Mr. Joe Martin, the route
•gent on tbe Mobil* ft Girard Railroad, in
bis offioe nutil they came. This was done.
They proceeded to the Post Offioe, and
arrested Martin, and carried him to the
Rankin House.
That morning tha agent* had mailed a
registered letter atUnion Springs, enclos
ing a marked five dollar greenback. The
letter came through without the money.
The envelope had been opened, the mo
ney abstracted, acd then re-sealed. Tbe
osse waa thus settled for Martin.
At a room in the Rankin House Martin
was searched. Nothing was revealed
until he beoaine frightened, and pulling
off hia hat, drew forth the bill from the
liuing. Tha agents would never have
looked there, they said. The marked
greenback was at ono* recognised.
At flrBt Martin denied having token
any othor mooey, but finally confessed to
having robbed tho mails for month* past
Of the amount of his peculations, no es
timate haa been made. He confessed to
have given most of tbe money to bis
wife. It is said he has opened many let.
ters of negroes and captured the money.
Maj. Richardson, of Glennville lost
some 1)152 six months ago in a registered
letter sent to Columbus. It is thought
Martin must have taken thousands. Forty
registered letters have lately been want
ing tho money thoy were said to oontain.
Martin is some twenty-seven years of
age and has a wife and child, and lives
in Girard, Ala. He haa been mall agent
on the M. ft G. R. for seven years. He
is a son of W. B. Martin, deoeased, ono*
Republican Senator from Russell. He ia
a brother of Mr. Ulysses Martin, lessee of
the Columbus Ioe Works and Treasurer of
Russell CO., Ala., and an honorable, high-
toned man.
Young Martin is very clever, socially,
and was liked by many. The only ob
jection heretofore has been extreme rad-
ioalUm, and hia influence in gathering
the negro clans in Bnaaell.
He was carried last night in charge of
the speoial agents to Montgomery, where
be ia to be tried, the offence having been
committed in Alabama. The punishment
for suoh offences, wears told, is imprison
ment in the penitentiary for ten years.
