The first thing on the programme is the noti fication to the Governor of the contest. This notice must l>e given in be fore t henuui against whom the contest Is made receives his commission. The law requires that within thirty days after the election tlie oontestant shall give writ ten notice to the other side of the contest and the grounds upon which the Issue is raised. The Governor appoints a com mission to determine the matter and re vise the votes. Before this commission both parties appear and submit their evi dence ae to fraud, or other illegalities of which they complain. This board then sends the evidence to the Governor, and from tfiat he declares who is elected. In the present, case, the charge Is that five hundmi votes were cast by men who did not pay their txoes. This is the chief ground of contest. As soon as tin* list of voters is returned from Atlanta, they will give the necessary notice und examine witnesses. In no event will there be an other election. Tin* law settles the matter by a revision of the ballot box, and upon •evidence. It does not provide for u new election, nor can the* Governor order one. The race has been run, and from the can didates must come the officeholder. Then this contest Isa matter in which the public* has no interest, further than their respective interest in the success of one or the other of the candidates—Mr. An drews or Mr. Burr us. Independent of securing the fund to build a monument, it will be a pleasant affair.
