The (’hair laid before the Senate the message from the President, enclosing the re port of the United Htatcs (Vntennial Commission oX the progress made to dub*. The calendar of general orders was then proceeded with. Mr. Dorsey introduced a bill to es tablish certain telegraph lines in the several States and Territories on post roads and to regulate the transmis sion of commercial and other intelli gence b> telegraph. Referred to tho Committee on Post-offices. It is the same bill as introduced by Mr. R. I*’. Butler. At one o'clock, the untlnished busi ness being the resolution of Mr. Hchurz eoneerulug liouisiuna affairs, it canu* up. Mr. Molt on said the proposed eon stitutioiuii amendment in regard to tiie election of President and Vice President was made the special order for to-day, and he was unwilling that it should be postponed much longer. ML. TUI UM AX SPEAKS. Mr. Thurman then took the lioor on the Louisiana question, lb* said that although it was an oft-told tale and might, be tedious, he deemed it necessary for *i t borough presentation of t he Louisiana trouble from the be ginning, to go back to tin* election of 1872. lb* then read at length from t-ne election returns to show that Me- Enery and his associates on the fu sion ticket had been elected by ma jorities ranging from H.ouu to 15,000 and yet the spectacle was presented of the men who were defeated at the polls holding the offices not one of them had contested the election in the manner provided by law; every one of them had been pul in posses sion by the midnight order of a Uni ted States Judge, pronounced by the Privileges and Elections to have been a gross usurpation, and that usurpation had been sustained by the (thief Magistrate, nitd Win. P. Kellogg, from that day to this, had been upheld in power only liy the crossed bayonets of tin* U. S. army. Mr. Thurman charged that the en tire conspiracy for tin* overthrow of the will of the people of Louisiana originated in Washington, and was directed from here ; and in proof of this he read telegrams which passed at that time between Hu* Attorney General and Marshal Packard. He read from telegrams of Oolleeior Pa so y to the President, and said these telegrams from the President's broth er-in-law showed that the object of the conspiracy was to defeat the Re publican party. No people on tin* face of the earth could be easy under the usurpation and oppression which the people of Louisiana have labored for two years. Tile Returning Board had violated its sworn duty in omitting to return the names of the five men as elected. No one contested their seats, and every one knows they were elected. It was well known that t lie (Senator from New York M’oakling) was sworn in here as a Senator without any credentials. His name was not on the list as called by tin* Clerk, but the ex-Vice President, Ham lin, sail he had known Senators to be sworn in on common rumor, and on his motion, Mr. Conk ling was sworn in, although he had no credentials whatever; yet, aceord to the argument of ineolleague,Sher man, it would have been perfectly roper Lor the President, if the Sena tor from New York had been a Dem ocrat ie Senator, to have sent in a file of soldiers and expelled him from this chamber. He then severely comment ed on tin* course of Gen. Sheridan and his dispatches purporting to give an account of the condition of affairs in Louisiana, and the number of mur ders committed in the State. He did not doubt that there was lawlessness in the South, just as therewus law lessness in the North, nor did he doubt, t hat h was much exaggerated, and these accusations made here were a confession of the inability of th*e Republican party to govern. He would sooner Hike the statements of the merchants, the bankers, the husi siness in<■ a and the clergy, than the telegrams of Gen. Sheridan. Mr. West stated that Mr. Thurman had not given correctly the law of Louisiana bearing on the canvassing of the election returns, but had re lied for his argument on an old law. Mr. Conkling obtained the floor, and Liu* Senate then adjourned. HOUSE. Immediately after tin* reading of the journal, Mr. Butler, of Massachu setts, rose to a privilege question, and called up the motion to reconsid er tlie vote by which, on January 7, JH74, tlie bill to protect all persons in their civil and political rights, was recommitted to the Judiciary Com mittee. Mr. liandall then moved that the Hon-*-, when it adjourned to-day, ad journ to Friday, and on this the yeas and nays wen* ordered. Mr. Eld ridge, of Wisconsin, moved toam'*nd by inserting Saturthty On a division the Republicans voted in the affirmative, while the Democrats refused to pass between the tellers. Tho vote being yeas 117, nays 18, the Speaket: caused the rule requiring members to vote to be read. Mr. Nibiaek, of Indiana, suggested that the rule applied only to a yea COLUMBUS, (iA., THURSDAY, JANUARY 28, 1875. and nay vote, as otherwise there was no record made, and it eould not be said whether a member voted or not. The Speaker said the rule applied to nil votes. Mr. Butler said there was no use in the House having power to compel the attendance of members if they could come hero and sit like logs, as the Democratic side had just done. After some further debate the yeas and nays wore ordered on Mr. FJ dridge’s motion, and it was rejected ; yeas 72, nays IG6. A vote was then taken on motion to adjouvn to Friday. Yeas (U>; nays 150. The motion to adjourn was then disagreed to. Yeas 78; nays 175. Mr. Randall again moved that the House adjourn till Friday. Mr. Randall said ho would like to take the desire of the Chair. The Speaker said tho rules of the House permitted the motion. Mr. Cessna said he mode the point to show the necessity of changing tho rules.
