Mr. Lewis of Tetiue ;see advocated
the bill, but favored an amendment

best interest of colored people.
Mr. Rapier, of Alabama, said, that ;

tion was seconded, and Mr. Butler
was recognized for the closing hour j
of debate, but yielded to Mr. Gar-;
field who said that he concurred with j
the gentlemen, that this was a sol-■

series of steps in the last twenty-live |
year* in this movement for the elo- j
vation of the colored race. T is last j

sentimental obstruction.
Gen. Butler then took the floor to j
close the debate. He said it had Been
charged that the bill was unconstitu
tional, but it was in bis opinion of |
the very essence of constitutional lib
erty. The gentleman from Missis
sippi, Mr. Lamar, claimed the other,
day that, the white and colored peo
ple of hi State had equal privileges.

law why was it not also adopted 1
in the States of Kentucky :

no necessity for the passage of the ;

of Mr. Brown, of Kentucky, to show
