Stealing has become painfully common
In the north-castei-p portion oj the city.
Mr. John 11. Bass has a large quantity of
wood near his house, lie has suspected,
for some time past, that others beside his
own family were using it. On Friday
night fully two wagon loads were stolen,
from his pile. Wixxl stealing from several
other partita In the same neighborhood Is
also reported. This part of the city seems
devoted to lawlessness. The last cow-kllt

that law breakers are centering their ope
rations there, would It not be well for the

ed off on a canvassing tour through Ala
bama, in the interest of the Times.
On Saturday ho returned homo and was
found to be perfectly Insensible. It was at
first thought he was intoxioated and would
HOOll recover. This state of drowsiness
continued for some time, when it was sus

I. On all taxable real estate within the
■ corporate limits of tho city, upon the as
sessed value thereof, there shall bo levied
j and collected for the ordinary current ex
penses of said city a tax of one-half per :
' cent.; and for the payment of bonds and
i coupons falling due during the year, one
I and one-half per cent., payable on and
, alter the l >th dav of February, in three
'installments if desired; and upon the
whole or any portion of such tax paid be
fore the first of March proximo, there i
! shall be allowed a discount of 6 per cent.,
and upon the amount paid between the Ist
of March and Ist of May, there shall In*
1 allowed a discount of 4 percent., and upon
j the amount paid between Ist May and Ist,
July, 2 per cent.; and for all taxes unpaid

! 2. On all household and kitchen furni
ture exceeding S3OO in value, and on jew
elry, silver plate, musical instruments,
horses, nudes and other animals, and on
all vehicles kept for use or pleasure, t>>*

thereof, 2 per cent., to bo apportioned and
: applied as the tax upon real estate, to-wit:
one-half per cent for ordinary current ex
penses, and one and one-half per rent, for
payment of bonds and coupons falling

all goods, wares, merchandise and pro
j tluee sold, except at public outcry, includ
j ing all commission sales (except of cotton,)
by warehousemen and others, % per rent.
4. On all gross sales of cotton on rein
mission by warehousemen, factors, etc.,

12. On each and every male inhabitant
of the city, between the ages of 21 and GO
1 years, except active firemen and active
j members of the City Light Guards and
Columbus Guards, as reported bv the see
retarv of each company, by the Ist of
March, the sum of $2 as a commutation
for street tax; provided, however, that
such persons may be relieved of said tax
by laboring throe consecutive days on the
streets of the city under the direction of
the Deputy Marshal, between the pres
ent date and the Ist of July.

14. On gross receipts of all street cotton
buyers, lawyers, physicians and dentists,
from their calling or profession, 1 per
cent., or a special tax of ten dqllars. in
their option.

Section 4. Any person or firm who shall i
sell any spirituous or malt liquor in any
quantity and allow the same to be drank
on their premises, shall be required to take ;
out second-class retail liquor license.
